RAIGAD, MH-400707. F. No.: S/22-Gen-04/2017-18 AM(I) JNCH Date: 23.01.2018 PUBLIC NOTICE No. 13/2018 Subject: Selection and scanning of Arshiya FTWZ bound containers at JNCH. In order to improve geographical reach of the non-intrusive examination, it has been decided to start a pilot project to scan import containers heading for Arshiya Free Trade Warehousing Zone (AFTWZ). The process related to selection, scanning and examination of containers will be as follows: 1. Selection and communication of scanning list i. The containers, which are to be scanned, will be selected by CSM application of Risk Management Division (RMD) [now known as Risk Management Centre for Customs (RMCC)] and intimation of selection will be communicated automatically via a designated e-mail of the Terminal Operators at JNPT, Container Scanning Division (JNCH), Custodian i.e. AFTWZ, and designated DC/AC in-charge of AFTWZ. ii. The Terminal Operators shall also intimate / send the list of containers selected for scanning to custodian i.e. AFTWZ. 2. Responsibility of AFTWZ i. It is the responsibility of the Carrier i.e. AFTWZ to ensure that the containers selected for scanning are brought to the Scanning area (mobile scanner or fixed scanner as the case may be), for the purpose of scanning. However, if due to any reason (other than, as permitted by CSD, JNCH, as mentioned in Para 4 below), any container selected for scanning is not scanned, the container is required to be sent back to the fixed scanner for scanning. ii. It will be the responsibility of the AFTWZ, to submit the copy of Equipment Interchange Report (EIR), containing the endorsement of the CSD officials to DC/AC in charge of AFTWZ, immediately after arrival of the container in AFTWZ premise. [Once scanning is done, the outcome of scanning will be stamped/ endorsed on the EIR.] 3. Procedure i. Equipment Interchange Report (EIR) prepared by Port Terminal will indicate whether particular container has been selected for scanning. It will also indicate the scanner (mobile or fixed), in which the said container will be required to be scanned. Accordingly, AFTWZ will ensure that containers selected for scanning are brought to the respective scanning area along with the copy of EIR. ii. After completion of scanning, officer from CSD, JNCH responsible for scanning at respective scanning area will make an endorsement of result of scanning on respective EIR copy. iii. Trailer carrying such container will move to AFTWZ. iv. AFTWZ, will submit the copy of EIR, containing the endorsement of the CSD about scanning, to DC/AC in charge of AFTWZ, immediately after arrival of the container in AFTWZ premise. 4. Communication of images i. On completion of scanning of the selected containers at the Container Scanning Facility, the CSD officers will communicate the outcome of scanning to the designated DC/AC of AFTWZ through a designated e-mail. The image(s) of container(s), marked as suspicious belonging to AFTWZ, shall be sent to the designated email-id. The suspicious containers will have to be subjected to 100% examination under the supervision of DC/AC in-charge, AFTWZ. The outcome of 100% examination should be sent to e-mail id of CSD, JNCH. ii. It will be the responsibility of the Examination staff/ Out of charge officer in-charge of AFTWZ to feed the examination report in the system and also communicate outcome to CSD JNCH via email. 5. Procedure where containers selected for scanning are waived for scanning by Customs due to any reasons In case the Containers selected for scanning could not be scanned for some reasons (congestion, breakdown of scanner etc.) by CSD, JNCH, the same shall be diverted by CSD, JNCH for 100% examination under supervision of DC/AC in-charge, AFTWZ. The necessary endorsement will also be stamped on the EIR by the Customs Officer posted at CSD, JNCH. In such cases also examination reports are also to be entered / fed in the system, like other cases. 6. Exceptional cases requiring examination in CFSs Whenever a situation arises, which may require IMMEDIATE physical examination of a container at JNCH only, in such situation, the examination shall be conducted at the designated area of JNCH, in the presence of AFTWZ officers. The designated place will be decided by DC/AC, CSD, in consultation with DC/AC in-charge AFTWZ, depending upon the facts and circumstances. 7. The Superintendent (Admin), CSD, JNCH, is designated to co-ordinate with various stakeholders in relation to the Scanning of AFTWZ bound containers. 8. The designated DC/AC (Customs), in-charge of AFTWZ shall send a monthly performance report (format enclosed) to the office of RMCC, Mumbai with copy to CSD, JNCH by 7th of the subsequent month. 9. In case of any difficulty, the specific issue may be brought to the notice of ADC/JC or DC/AC in charge of CSD, NS-III (email address: [email protected]) 10. Action to be taken in terms of decision is taken in this Public Notice should be considered as Standing Order for the purpose of officers and staff of JNCH.
