F. No. S/3-Misc-13/2007 JC(PB) Date: 07.11.2007 FACILITY NOTICE NO. 47/2007 (Referred / amended vide P.N.No. 50/2007, 27/2008, 51/2008) Sub:- Facility of part delivery of import consignments reg. It is brought to the notice of the Trade and general public that the existing practice of giving part delivery of import consignments has been reviewed with a view to facilitating the clearance and easing congestion at the Port. The facility will be extended henceforth to cases where all containers have not reached the CFS concerned within 24 hours of the arrival of the first container. 2. All the importers desiring to avail this facility shall make an application to the Assistant /Dy. Commissioner (Docks) after 24 hours of arrival of the first container with the necessary documentary evidence supporting their claim. The Assistant Commissioner shall give the necessary permission on the merits of the case subject to the condition that packing list is available container wise and goods are of homogeneous nature (raw materials, parts etc). The RMS facilitated consignment where no assessment and no examination is prescribed will also be allowed part delivery by the AC/ DC. If the case does not fall in the categories mentioned above the application should be made to the Jt. Commissioner (Docks), who will permit part delivery on a case to case basis depending on merits of each case. On permission being given for part delivery, the Docks Appraiser will register the Bill of Entry in the EDI system for monitoring the compliance requirements as prompted by the system and will make a note of the same, if any, on the hard copy of the Bill of Entry so presented. The Appraiser after examination of the part consignment shall record the examination report on the reverse of the hard copy of the Bill of Entry. Subsequent examination reports in respect of all part clearances shall be continued to be endorsed on the same hard copy of the Bill of Entry. After examination of the final part of the consignment, it will be the responsibility of the Appraiser to record the examination report in respect of the total quantity cleared, in the Examination Report column of the EDI system. Thereafter final out of charge shall be given for the entire consignment in the system. The relevant details shall also be maintained by the Appraiser, CFS wise, in a register which has been prescribed for the purpose .The delivery of part consignments will be done on the strength of endorsement by customs Appraiser on the hard copy of the Bill of entry. 3. This facility shall come into force with immediate effect and shall be subject to review and modification as may be found necessary. 4.
