Attention of Postal Authorities (FPO), IEC holders and other stake holders is invited to the procedure to be followed in the case of undelivered (RTS) parcels/articles imported through the Foreign Post Office (FPO), chennai - SEA. 2. As per the clause 20 of the Foreign Post Manual (FPM), all undelivered articles should be returned immediately to the country of origin. Further, Article 20-003 of the Universal Postal Convention (UP U), 2018 reads as follows the designated operator (FPO) should undertake to seek cancellation of customs duty and other fees on items to be returned to the origin/sender 3. In view of the above convention and practice, the FPO is required to forward the list of such RTS/undelivered parcels/articles with the details of customs duty levied on such items, reasons for non-delivery etc., to Commissioner of Customs (Imports), Custom House, Chennai from time to time for verification and cancellation of the customs duty. 4.
