Launch of AEO Website for Online filing of Applications for T1 - Customs - PUBLIC NOTICE NO. 06/2019Extract GOVERNMENT OF INDIA OFFICE OF THE PRINCIPAL COMMISSIONER OF CUSTOMS (AIRPORT ADMIN.) 15/1,STRAND ROAD CUSTOM HOUSE, KOLKATA - 700 001 F.No.S121(Mics.)-86/2018SIB(AP) Date: 16.01.2019 PUBLIC NOTICE NO. 06/2019 Subject: Launch of AEO Website for Online filing of Applications for T1 1. Attention of all concerned is invited to Board's Circular No. 51/2018 dt. 07.12.2018 regarding ADO programme digitization - Ease of doing business - Development of web-based Application for AEO - T1. 2. The process of accreditation of AEO-T1 was decentralized to the Zonal level vide Board's Circular No. 26/2018 - Cus dated 10.08.2018. To take the process of simplification of AEO - T1 application and processing further, Board has launched a AEO Website (domain name: aeoindia.gov.in). The website is live from 1 St December, 2018' and can be accessed by both the applicant - for filing of AEO T1 application (annexures) and Customs officials - for processing of new filed applications. 3. Further for ensuring seamless transition to the online web application, it has been decided to concurrently continue with the manual, filing and processing of AEO - T1 applications up to 31.03.2019. The trade and field formations respectively would have the liberty to file and process applications manually upto the prescribed time limit i.e. up to 31.03.2019 so as to obviate any delay in time-bound processing of the application. However, both trade and field formations should make earnest effort to use the online mode as much as possible. 4. For the applicant, the process of filing of AEO T1 application for the applicant has three main components - 1. Registration, 2. Sign Up (with details) 3. Filing and submission of Annexure 1 2. The duly filed application, then, moves on to the dashboard of Customs Official for verification and processing. 5. For the Customs Officials - Once an application has been filed, the completed application moves to the dashboard of Customs Officials in the sequence/ steps given below: 1. AEO Nodal Officer's dashboard (for assigning the application to a Supdt.) 2. Verification of the application by Supdt. and subsequent, processing. 3. Processing of application by AC/DC/JC/ADC. 4. Processing of application by Zonal AEO Programme Manager. 5. Certificate Generation of approved AEO T1 application by Directorate of International Customs (DIC). Any queries or difficulty faced in implementation of online processing of AEO T1 application may be communicated to Directorate of International Customs (DIC) at aeo-webapp(@gov.in . Applicants may also contact the Client Relationship Manager (CRM), Deputy Commissioner of Customs (SIB, Port) (E-mail: [email protected] , Phone - 033 - 22304605), Kolkata Customs Zone, who will help the applicants in filing the same online. 6. Reference is also drawn to Para 3(viii) of the Circular No. 03/2018 - Customs dated 17.01.2018 regarding amendment in the AEO Programme whereby the validity of AEO Certificate of T-1 and T-2 were extended to 03(three) years uniformly. Accordingly, in order to synchronize validity with review and OSPCA of AEO-T1 certified entities, their intervals are also being extended to three years from the existing two years, by modifying the following paras of Master Circular No. 33/2016 - Customs dated 22.07.2016 as below:- 6.1 Para 1.5(viii) They will not be subjected to regular transactional PCA, instead of that onsite PCA will be conducted once in three years only. 6.2 Para 5.4.1. The AEO Programme Team will review AEO status periodically to ensure continued adherence to the conditions and standards of grant of certificate of AEO Status. Thus it is recommended that the AEO status holder should continue to reassess its compliance. with the conditions of certifications and act upon any identified problems as soon as they arise. The frequency of such review will be three years in case of AEO-T1 and AEO-T2 and five years in case of AEO - T3 and AEO - LO. As far as possible, the review and onsite PCA, if applicable will be conducted simultaneously. 7. However Directorate of International Customs (DIC) may initiate review of any entity at any point of time if there are reasons to believe, to the satisfaction of the AEO Programme Manager, that the adherence to the conditions and standards of AEO status is compromised or affected. 8.
