S.MISC. 31/2016-Sys. Unit Dated: 22.06.2017 PUBLIC NOTICE NO. 136/2017 Subject: Implementation of revamped Module for Manual filing and processing of Bills of Entry/ Shipping Bills. Kind attention of Importers/ Exporters/ Customs Brokers is invited to CBEC Instructions No 006/2017 vide F.N0. 401/81/2011-cus III dt. 2nd June 2017 on the Subject of Manual Filing and processing of Bills of Entry (BE)/ Shipping Bills (SB) - Reg. . The Board instruction envisages adoption of new procedure w.e.f. 15.06.2017, wherein ANY manual BE/ SB in EDI locations, needs to be filed following the procedure laid out in the Board's Instruction. 2. This procedure gains utmost importance in GST scenario, wherein every single BE/ SB issued by Customs needs to be uniquely identified and GST return filed for the same to avail Input credit/ Export Refund after online verification with Customs. To achieve such objective, whenever BE/ SB is allowed to be filed manually in EDI locations, BE/ SB number should invariably be generated through these modules. 3. ICES already had a Manual BE and SB module, which was primarily used for data entry post clearance. The absence of provision for monitoring of non entry of data, unique number generation and e-payment warranted a new procedure to be laid out by the Board to achieve the above objectives. The Manual Data entry modules in ICES have already been modified to incorporate such changes. In Chennai Customs, this has been started as Pilot Project from 16.05.2017. 4. The salient features of the module includes Electronic capture of basic data starting from BE/ SB Job Entry and proceeds to record important events in system like AC Approval to get BE/ SB number assigned, Capture of Assessment, E-Payment, OOC/LEO without asking for details. Post clearance, relevant details need to be entered into the system. The IGM related to manual BE would also be closed automatically. Similarly, Electronic EGM can be filed for such manual SBS. The report on the Data capture at different stages would also be made available for monitoring. 5. Difficulties, if any, in implementation of the prescribed procedure may be brought to notice of the Joint Commissioner (Systems), Chennai VIII (General). (Dr. ANIL k.
