Improving Ease of Doing Business, Issuance of Electronic Delivery Orders - Customs - PUBLIC NOTICE No. 16/2017Extract OFFICE OF THE PRINCIPAL COMMISSIONER OF CUSTOMS [IMPORT], CHENNAI III COMMISSIONERATE, CUSTOM HOUSE, 60, RAJAJI SALAI, CHENNAI - 600 001. F.No.S.Misc.107/2015 Imports. Date: 01.03.2017. PUBLIC NOTICE No. 16/2017 Sub: Improving Ease of Doing Business, Issuance of Electronic Delivery Orders - reg. Attention of all the Importers, Customs' Brokers and the Members of the Trade is invited towards Board Circular NO.24/2015 - Customs dated 14.10.2015 regarding introduction of electronic messaging for issue of Delivery Order instead of paper based Delivery Order which will result in considerable simplification in the Customs Clearance process, and demonstrably reduce transaction costs and dwell time taken in the clearance of Cargo. As an important trade facilitation measure this will go a long way in improving Ease of Doing Business . 2. In {his context, reference is invited to the meeting of all the Stakeholders was convened on 13.5.2015 wherein all: present agreed that the issue of e-delivery order will meet the stated purposes. Accordingly, a Public Notice No.59/2016 dated dated 24.02.2016 was issued- to sensitize the importing community about the existence of this facility. 3. Reference is further invited to the meeting held on 23.11.2016 with all the stakeholders, wherein it was strongly urged that all the shipping agents should henceforth Start issuing Electronic Delivery Orders and sensitize their respective clients regarding the existence of this facility and impress on them the benefits accruing from reduction in dwell time. 4. In this connection; a further meeting of Consol Agents was held on 22.02.2017 when all present Were requested to start issuing Electronic Delivery Orders. Besides, the Consol Agents attention was drawn to Public Notice No. 145/2015 dt 18.06.2015 issued by Chennai VIII Commissionerate in F. No. S.Misc. 32/2011. ENQ whereby all the Customs, cargo ;service Providers including Console Agents were directed to submit their- applications to the Commissioner, Chennai. VIII to be approved as Customs Cargo Service. in terms 01k the Handling of Cargo in Customs Area Regulations, 2009 5. Besides, during lithe aforesaid meeting of Consol, Agents held: on 22.02.2017, reference was also made to the Public Notice No. 158/2016 dated 25.11.2016 issued by the Commissioner Customs, Jawaharlal Nehru Custom House, Nhava Sheva, by which the attention of.: all stake holders was. invited for compliance of Handling of Cargo in Customs Area Regulations, 2009 by Shipping Lines etc in regard to Electronic Delivery Order, payment options and transparency in charges; levied, to reduce the dwell time for clearance of imported/ exported goods. In, 'Particular, the observations and instructions contained in Para 10.1, 10.2 arid 10.3 pf the said PN No. 158/2016 may be noted which pertain to issue of Electronic Delivery orders. 6. Hence, in order to further efforts to provide ease of doing. business, reduce dwell time and thereby reduce costs involved all the are requested to take this public notice as advance. intimation for compulsory implementation of electronic Delivery order System:, The effective date from which date. issue of electronic Delivery order will become compulsory will be notified shortly. 7. When issue Of Electronic Delivery Order is eventually made mandatory, experience with other ports like Nhava Sheva showed that more options for payment of: charges payable by the importers/ exporters have to be created by the service -providers.
