PUBLIC NOTICE NO.56/2017 STANDARD OPERATING PROCEDURE (SOP) FOR ISSUE OF FRESH CUSTOMS BROKER LICENCE CBEC - SERVICE QUALITY MANUAL (SQM) Sub: Improvement in the standards of services and the effectiveness of the service quality management system 1. In consonance with the Service Quality Policy of CBEC with the committed objectives set out in the SQM to continually improve the standards of services and the effectiveness of the service quality management system with the objective of enhancing consumer satisfaction, the list of documents as detailed below are to be submitted to the Licensing Authority for issue of fresh Customs Broker Licence in terms of Regulation 7(1) of CBLR, 2013. (a) Form A - application for issue of Licence, as per Regulation 4 of CBLR, 2013. (b) Copy of the departmental intimation letter conveying the result having passed the Customs Broker Examination in terms of Regulation 6 of CBLR, 2013. (c) Copy of agreement of lease / rent / sale deed, duly attested / notarised. (d) Bond in Form D as per Regulation 8 of CBLR, 2013. (e) TR-6 Challan for payment of fee of ₹ 5,000/- (Rupees Five Thousand only) for Renewal of Licence - Regulation 9(3) of CBLR, 2013. (f) Security Deposit for ai sum of ₹ 5,00,000/- (Rupees Five Lakhs only) in terms of Regulation 8 of CBLR, 2013. (g) Solvency Certificate for a sum of ₹ 5,00,000/- (Rupees Five Lakhs only) in terms of Regulation 5(h) of CBLR, 2013. (h) Copy of PAN Card in the name of the Customs Broker duly attested or notarised in terms of Regulation 5 of CBLR, 2013. (i) Declaration affirming that no judicial / quasi-judicial cases are pending against them (if yes, the details and status of each pending case); and that no arrears are payable to the Department - Regulation 5 of CBLR, 2013. 2. The documents are to be submitted to Sevottam Section (Centralized Dak System), situated at Ground Floor, Custom House, No.60, Rajaji Salai, Chennai-600 001. 3. A Deficiency Memo (in the form of a letter) would be sent to the Customs Broker if any document is found insufficient or not submitted, within 15 working days from the date of submission of documents in the Sevottam Section. 4. The Customs Broker Licence with a validity period of 10 years will be issued within2 months from the date of submission of all documents in the Sevottam Section. {Authority: (1) Customs Brokers Licensing Regulations, 2013 (CBLR, 2013); and (2) Circular No.8/2014-Customs dated 13.06.2014 (F.No.502/07/2013-Cus.VT) issued by the Central Board of Excise Customs, New Delhi}.
