No. S/22-Gen-402/2017-18/AM (I)/JNCH Date: 15.02.2019 PUBLIC NOTICE NO. 15/2019 Sub: Extension of facility of Direct Port Delivery to AEO importers at JNCH Regarding. ****** Attention of the Importers, Exporters, General Trade, Port Terminal Operators, Shipping Lines / Shipping Agents, CFSs coming under the jurisdiction of JNCH, Nhava Sheva and all other stakeholders is invited to the Public Notice No.161/2016 dated 28.11.2016, Public Notice No. 180/2016 dated 19.12.2016 and various other decisions communicated through other Public Notices or minutes of PTFC/CCFCs from time to time regarding DPD facility provided to Importers at JNCH. 2. The implementation of DPD has not only reduced the dwell time but also the logistics cost for the importers which has further benefited importers in multiple ways. The recent independent studies confirmed that clearing cargo under DPD resulted in significant savings both in Cost and dwell time with saving being as high as 75 percent of the cost incurred pre-DPD. 3. JNCH has been extending DPD facility to importer based on their request in the form of manual or online application made to DPD Cell. However, it has been noticed that a section of importers have not come forward to avail DPD facility for various reasons. 4. Attention of trade is drawn towards the bouquet of benefits extended to AEO (T1, T2, T3) Clients vide CBIC Cir. No. 33/2016 dated 22.07.2016. The DPD is one of the major benefits and facilitation measures for AEO (T1, T2, T3) Clients. Hence as such all the AEO (T1, T2, T3) Clients are eligible for DPD benefit. Accordingly, as a measure of trade facilitation and ease of doing business all AEO (T1, T2, T3 ) Clients operating at JNCH listed in annexure A to this Public Notice are hereby granted DPD facility. 5. All the importers listed at Annexure A of this Public Notice are requested to approach JNPCT for getting unique DPD code (Refer Public Notice No. 53/2018 dated 30.03.2018 regarding the procedure to be followed for obtaining unique DPD code to DPD importers). 6. Other conditions as mentioned in the Public Notice No. 161/2016 dated 28.11.2016 as modified by subsequent Public Notice will be applicable to these importers as mentioned in the Annexure A to this Public Notice. However, it is also informed that the facility of part delivery of containers as provided under Para 5 and 6.3 of Public Notice No. 161/2016 dated 28.11.2016 would be available to manufacturer DPD importers only. 7. Further, the said DPD importers should also submit one time intimation by following the procedure as prescribed under Public Notice No. 36/2018 dated 09.03.2018 and Public Notice No. 49/2018 dated 26.03.2018. 8. Terminals/Shipping Lines are requested not to insist on separate permission letter from DPD Cell. This Public Notice itself be treated as permission letter from Customs for all purposes. 9. In case of any difficulty, the issue may be brought to the notice of Deputy/Assistant Commissioner in charge of DPD Cell, NS-III (email address: [email protected]). 10.
