Extension of facility of Direct Port Delivery to importers having Authorised Economic Operator status at ACC, Import Shed - Customs - FACILITATION NOTICE NO. 27/2017Extract OFFICE OF THE COMMISSIONER OF CUSTOMS AIR CARGO COMPLEX IMPORT, SAHAR, ANDHERI (E), MUMBAI -400099 F.No:S/3-Misc -PRO-19/2017-18 ACC(I) Dated: 30.12.2017 FACILITATION NOTICE NO. 27/2017 Sub: Extension of facility of Direct Port Delivery to importers having Authorised Economic Operator status at ACC, Import Shed-Regarding. All members of trade, i.e., Importers, Custodians, Airlines, Consolidators, Customs Brokers and others are hereby informed that dedicated single window Direct Port Delivery Cell is being created at Air Cargo Complex, Import Shed with immediate effect as a measure of 'Trade Facilitation' and 'Ease of doing Business'. One Superintendent and one Inspector will be duly assigned for the facilitation of Direct Port Delivery. 2. The facility of Direct Port Delivery shall be available to importers subject to the fulfilment of the following conditions procedure: - A. Eligibility: I. The facility shall be available to importers who have been assigned AEO status. ll. All importers interested in availing DPD facility shall obtain a one-time registration with the DPD cell at Air Cargo Complex, Import Shed, ACC, Sahar, Mumbai on the basis of a simple letter addressed to the Asst./Dy. Commissioner (Import Shed) indicating their willingness to avail of the facility. B. Conditions for availing DPD facility: I. The importer shall ensure that the goods dispatched from load port are declared in ULD (Unit Load Devices) Packages so that the same is captured in the IGM/MAWB/HAWB filed by the Airlines/Consol Agents. Thus, import goods packed in Mix ULD/assorted packing/ loose cargo, will not be considered for clearance under DPD. II. The importer shall intimate the details of ULD Packages (such as their number, marks numbers or any other information for their identification) to the custodian before arrival of the goods in order to facilitate the Custodian to ensure identification of the ULD marked for DPD. III. The facility shall be available only for consignments in respect of which Advance /Prior Bills of Entry have been filed. IV. It shall be available only for Bills of Entry that are facilitated under RMS, where no assessment or no examination is required and where there is no intervention by other PGAs or from DRI, SUB, Preventive, other agencies, etc. V. The importer shall pay the Customs duty and other charges in advance before arrival of the goods. They are also required to obtain the delivery order in advance and be in readiness to take delivery immediately on arrival of the goods. VI. The importer may, intimate to the custodian/Airlines/Consol Agents in advance, regarding the availment of DPD facility with consignment details, at any time before the arrival of the Aircraft. C. Facilitation requirement from Custodian/Airlines/Consolidators/Agents: I. On arrival of goods, the Custodian will not assign any location/binning for consignments marked for DPD after segregation of the goods. ll. The Custodian will ensure the movement of the goods marked for DPD directly to the delivery area after segregation. III. The Airlines/Consol Agents shall provide prior information about the arrival of the Cargo to the importer and ensure issuance of Delivery order in advance (or electronically) to facilitate clearance under DPD on arrival of Cargo. IV. The Airlines/Custodian shall assist the proper officer (Designated Officer of Customs) in ensuring matching of marks and numbers in the MAWB/HAWB with the segregation report for the imported goods earmarked for DPD. D. Clearance (Out of Charge) for DPD consignments: l. The Out of Charge under DPD shall be given by the proper officer (designated officer of Customs) only after ensuring compliance to the CCRs and payment of duty. In case any intelligence is received for consignments selected for DPD, then the facility of DPD shall not be extended to that consignment. ll. Beyond normal working hours, the facilitation under DPD would take place only through the IFO Gate. E. Reporting: In order to facilitate monitoring of the working of the scheme, the importer availing the facility of DPD shall submit a monthly report to the AC/DC Import Shed in a prescribed proforma 'A' for records. 3.
