Procedure of warehousing of goods imported at Air Cargo Complex for warehouses under CSI Airport, Mumbai - Customs - PUBLIC NOTICE NO. 16/2017Extract OFFICE OF THE COMMISSIONER OF CUSTOMS (GENERAL) AIR CARGO COMPLEX, SAHAR, ANDHERI (EAST), MUMBAI F. No. S/6-Gen-472/16-17 B ACC Date: 09.06.2017 PUBLIC NOTICE NO. 16/2017 SUB : Procedure of warehousing of goods imported at Air Cargo Complex for warehouses under CSI Airport, Mumbai - reg. All members of trade, CHAs and general public are informed that the followingprocedure of warehousing of goods imported at Air Cargo Complex, Mumbai for warehouses located under the jurisdiction of CSI Airport Commissionerate is prescribed, in accordance with the changes introduced by the CBEC in the provisions of warehousing: a) The importers shall file EDI Warehousing Bills of Entry for dutiable goods imported by them. The goods shall be assessed and examined at Air Cargo Complex as per EDI procedure. b) The importers are required to submit triple duty bonds under Section 59(1)/59(2) of the Customs Act, 1962 in the format prescribed vide CBEC Circular No. 18/2016-Cus dated 14.05.2016 before the Asstt./Dy. Commissioner, Bond Section, General Commissionerate, ACC, Importers are also required to submit additional security under Section 59(3) of the Customs Act, 1962 in terms of CBEC Circular No. 21/2016-Cus dated 20.05.2016, wherever applicable. c) On acceptance of bond and security (where applicable) by DC, Bond(General), ACC, entries would be- made bY,+AI-Bofl l-6ection in appropriate- warehouse register (a computerised record of same is also to be maintained for each warehouse) and goods shall be permitted to be moved to the warehouse on endorsement of the same TA/Bond Section made on hard copy of warehouse Bill of Entry and authenticated by DOS/Bond(General). d) The goods shall be forwarded by officer at Air Cargo Complex under One Time Lock (bottle seal) to respective bonded warehouse after affixation of the same under supervision of Preventive Officer posted by PSO/Admin., ACC (Once applicable OTL charges are paid). e) On arrival of goods at warehouse, the Bond Officer posted at the warehouse shall verify that the seal is intact and make appropriate entry in his records. He shall also issue a Re-Warehousing Certificate (RWC) stating the arrival of goods. Shortage/discrepancy, if any, should be mentioned on the RWC, which shall be forwarded to Bond Supdt., ACC within a period of 30 days of arrival of goods in the warehouse. f) After verification of corresponding entry in the record, the Bond Supdt., ACC shall put up the RWC to DC/Bond(General), ACC for approval and an entry regarding receipt of RWC would be made in the records. The Bond Officer shall forward a periodical/monthly report, countersigned by AC/Bond Airport to DC/Bond(General), ACC, intimating the list of Bills of Entry in respect of which re-export/consumption of goods imported thereunder, has been completed. The register/computer entries pertaining to such Bills of Entry would then be closed at Bond Section, ACC. The Bond Supdt, ACC in charge of ex-bonding shall also feed the details of RWC in EDI system and close the warehousing Bill of Entry as per EDI 'menu' provided to him normally within 7 days of receipt of (periodic/ monthly) report from Airport Bond. g) The importers / CHAs and Officers can continue the existing procedure of ex-bonding as prescribed by Board. However, after the re-export/consumption of all the goods imported and bonded vide particular into bond Bill of Entry has been completed, the importer has to file a consolidated ex-bond EDI Bill of Entry for closure of Bond. The said consolidated ex-bond EDI Bill of Entry will be assessed and verified by the Bond Supdt., ACC and after verification of completeness of records, the Bond will be cancelled. h) The entry and closure of bonds submitted at Bond Section, ACC shall be monitored by DC/Bond Section, ACC. For the purpose of extension of Warehousing period of such bonds and other related matters, importers have to approach Bond Section, General Commissionerate, ACC. 2. The above mentioned procedure replaces the earlier orders issued in this regard and is applicable for duty free shops, airlines kitchens stores and Air India spares bond located within the jurisdiction of CSI Airport Commissionerate. 3. The procedure prescribed vide this Public Notice will be effective from 19th June, 2017. 4. Difficulties, if any, faced in the implementation of this Public Notice may be brought to the notice of the DC/Bond Section(General), ACC .
