OFFICE OF THE COMMISSIONER OF CUSTOMS (EXPORT) DRAWBACK (XOS) SECTION, AIR CARGO COMPLEX SAHAR, ANDHERI (EAST), MUMBAI 400 099 F.No. S/3-MISC-DBK(XOS)160/2014-DBK(XOS)ACC Date: 17/07/2017 PUBLIC NOTICE NO. 24/2017 Sub: Submission of Negative Statement/Certificate for export proceeds realized in respect of Shipping Bills with LEO prior to 01.04.2013 1. Attention is invited of all the exporters, Customs Brokers and all Members of Trade to Facility Notice No. 05/2017 dated 07.06.2017 issued from F. No. S/3-Misc- DBK(XOS)160/2014-DBK(XOS)ACC, wherein all exporters, Customs Brokers and all Members of trade were requested to submit the details of realization received/certificates from their Authorized Dealers/Chartered Accountant for EDI Shipping Bills with LEO date prior to 01.04.2013 immediately and not later than 15.07.2017 to the Nodal Officer, failing which action for recovery of drawback shall be initiated without any further reference. The above details shall be submitted in the prescribed format of six-monthly period (i.e.) January-June, July-December) as detailed in CBEC Circular No. 05/2009-cus dated 02.02.2009 and 06/2017 dated 28.02.2017. 2. It is observed that there has been a very few response for submission of BRC's/Negative Statements from Authorized Dealer/Chartered Accountants by the exporter/Customs brokers. List of Exporters who have not submitted BRCs/negative Statements for the above mentioned period was enclosed as Annexure 'A' to the Facility Notice No. 05/2017 dated 07.06.2017. 3. The time limit for submission of Negative Statements has been extended till 31/07/2017. All the exporters who have not yet submitted BRCs/negative Statements for EDI Shipping Bills with LEO date prior to 01.04.2013 are requested to submit BRCs/Negative Statements not later than 31.07.2017 to the Nodal officer failing which alert/suspension of IECs shall be initiated without any further reference. No further extension of time limit for submission of 'Negative Statements/Certificates will be granted. 4. Sh. D. S. More, Appraising Officer of Customs, Sh. S. S. Swami, Superintendent of Customs and Sh. Afaq Sheikhs Superintendent of Customs, Drawback' (XOS) Section, ACC have been appointed as Nodal officers to receive these Statements/Certificates. In case of any difficulty faced by the exporters in submitting/entering such statements in the EDI Module, they may meet/contact over Telephone either Nodal officers (022-26816683/26816693) OR Sh. Yudhast Kumar, Dy. Commissioner of Customs (Drawback) (Tel. No. 022-26816660) for further enquiry and solution of their difficulties. 5. All the exporters/CHAs/Trade Members are hereby directed to cooperate in timely submission of these Negative for the above mentioned period without fail. 6. Any difficulty in the implementation of the above procedure may be brought to the notice of the Addl. Commissioner of Customs (DBK) or the undersigned. (S.
