F.N0.S/3-Misc-329/16-17/Lic/ACC Date: 25.03.2017 PUBLIC NOTICE No. 10/2016-17 Subject : Procedure to be followed in case of registration of duty credit scrips issued under Incremental Export Incentivisation Scheme (IEIS) -reg. Attention of all Customs Brokers, Importers, Exporters and Trade is invited to the DGFT Notification No. 3 (RE-2013)/2009-2014 dated 18.04.2013 and Customs .No. 32/2013 Dated 13.06.2013 regarding introduction of Incremental Export Incentivisation Scheme (IEIS). Due to some technical reasons, the IEIS license cannot be registered in the EDI system (ICES 1.5 version). Till the EDI module of' the IEIS scheme is operationalised. following procedure is prescribed for the Manual Registration of Duty Credit Scrips issued under Incremental Export Incentivisation Scheme (IEIS): l) The License holder / Authoresed representative will present the Original License /Scrip to the License Section alongwith a request letter registration of License / Scrip. 2, On submission of License / Scrip under IEIS scheme, verification of genuiness of scrip may be obtained from concerned regional DGFT office vide Fax. 3. On receipt of confirmation Fax from DGFT office, Superintendent/ Appraising Officer , License Section shall verify the details viz License No. Date, DGFT File No., Name of the License Holder. IEC NO, Duty Credit Amount License Validity', with the Original License. 4. The ACAO /License Section shall check the Alert Register and if there is no alert, shall endorse No Alert with his/her signature and stamp on the original License /Scrip. 5. On verification of genuineness of License / Scrip from DGFT and after obtaining NO After the License /Scrip may be registered manually. 6. The License Clerk shall enter the particulars of License viz. License No. Date, DGFT File No., Notification No., Name of License Holder, IEC No. Duty Credit amount, License validity etc. in the Alphabetical Register maintained in the License Section. 7. Subsequent to manual registration of license, the License Holder / Authorized CHA shall present the Bill of Entry (BE) filed / Release Advices (R A) issued against the IEIS License to the License Section. The License Clerk' shall make relevant debit / credit entry in the License Register on the basis of debit sheet of the License. Then he /she shall forward the bill of entry (B.E.) with the Original License and License Register to the audit clerk. T 'he audit clerk will put the endorsement on the debit sheet attached to the Original License against the relevant entry and also put his/her endorsement in the License Register.
