Date: 16.02.2017 PUBLIC NOTICE NO. 02/2017 Sub: Improving Ease of doing business- Examination / Inspection of goods under Import without Delivery Order - And Issuance of Electronic delivery orders-Reg. In order to reduce the cost / dwell time of clearance of cargo, it has been decided that, the inspection / examination of the goods will be allowed by the Customs Officers without any insistence of Delivery Order in line with the practice being followed at Chennai Customs (vide Circular No. 12/2012 dt 29.12.12) and at Jawaharlal Nehru Custom House (vide Public Notice No. 65/2012 dt 05.12.12). The Concerned stake holders and Importers shall present the goods for inspection / examination of the cargo as soon as the goods are registered for examination. However, the cargo may only be released after production of Delivery Order. 2. To augment Ease of doing business further, the Central Board of Excise Customs issued Circular No. 24/2015-Cus. dt 14.10.2015 introduced Electronic Delivery Order System in place of manual Delivery Order System . This important trade facilitation measure demonstrably reduce transaction cost and time taken in clearance of cargo. To implement this, the Shipping Lines/Airlines/Consol Agents and the Custodians should have technical capabilities to generate and to receive electronic Delivery Orders, to issue electronic invoicing and to make electronic payment of D.O Charges . The Circular also highlights that introduction of electronic Delivery Order or electronic Payment of D.O. Charges do not change any of the current Customs Procedures and states that the procedures followed by the Custodians (i.e. due diligence involved in the verification of the Delivery Orders, obtaining Out of Charge from Customs and issuance of Gate Pass etc) will continue. 3. All the Stake holders are therefore requested to participate, adopt and promote the electronic Delivery Order System to have smooth and faster clearance of cargo. This facility of Electronic Delivery Order System will be effective from 01.04.2017 and till such time, the present practice of manual delivery order system will continue. 4. Any difficulty or problem faced by the Trade or Stake Holders may be brought to the notice of the under signed or to the Jurisdictional Additional/Joint Commissioners of concern Customs Stations.
