No.VIII/48/20/2017-Cus.Tech. Date: 06.02.2017 PUBLIC NOTICE NO. 01/2017 Sub: Customs-New Authorized Economic Operator Programme - Reg. Attention of the Importers, Exporters, Steamer Agents, Custom Brokers, Trade and all other Stake Holders is invited to Board Circular No.33/2016-Customs dated.22.07.2016. Through this Circular the Board introduced a new comprehensive unified trade facilitation AEO programme with an objective of providing businesses entities - with an internationally recognized quality mark and with AEO Status which acknowledges them as secure and reliable trade partners in the International Trade . 2. The new AEO Scheme offers three tiers of certification (i.e. AEO- T1, AEO-T2 and AEO-T3) for the importers and the exporters. Whereas it offers only one tier of certification i.e. AEO-LO for the economic operators other than importer and exporters. Even small and medium business entities (handling 25 import or export documents annually) who have demonstrated strong internal control system and willingness to comply with the laws administered by Customs in India are also eligible and can join and reap the benefits of this Scheme. 3. The Scope of benefits under each tier of AEO Certificates are enunciated in the Circular. The prominent feature of benefits available under new AEO Scheme are: i) Direct-Port-Delivery of imports to ensure just in time inventory management by manufacturers/importers with the concept of wharf to warehouse clearance. ii) Direct-Port-Entry for factory stuffed containers meant for export iii) Differed payment customs duties- delinking customs clearance with duty payment has been introduced for the first time. iv) Faster disbursal of draw-back amounts v) Fast tracking of refunds and adjudications vi) Extension of facilitation to exports in addition to imports vii) Self certified copies of FTA/PTA (origin related or any other certificates) required for clearance would be accepted viii) Request based on site Inspection / Examination , ix) Paperless declarations with no supporting documents x) Recognition by Partner Government Agencies and other stake holders. 4. A copy of Board s Circular No. 33/2016-Cus, dated 22.07.2016 is enclosed. The same is available on CBEC website cbec.gov.in . Trade is requested to go through the contents of the Circular for more details. They are requested to take part in the AEO Scheme and make use of the benefits available under the scheme. 5.
