Introduction of TURANT Customs — Revised procedure to provide Out of Charge (OOC) for Facilitated Bills (RMS) - Customs - PUBLIC NOTICE No.-30/2019

OFFICE OF THE COMMISSIONER OF CUSTOMS (CHENNAI IV) File No.:S.Misc.13/2019- RMSFC Date: 06.05.2019 PUBLIC NOTICE No.-30/2019 Sub:- Introduction of TURANT Customs - Revised procedure to provide Out of Charge (OOC) for Facilitated Bills (RMS) -reg. Attention of all the stake holders, Importers, Customs Brokers, CFS, and Port Terminals under the jurisdiction of Chennai Customs House is invited toward the TURANT Customs. 2. As per the present practice followed in RMS Facilitation cell (RMSFC) of this Commissionerate, the OOC Officers are endorsing the Bill of Entry with instructions to the Gate Officer to verify the marks and numbers, Container No., Seal Number and Weigh before permitting gate out as per Circular Number 21/2018 dt.19.04.2018. The OOC Officer is also endorsing instruction to the Preventive Officer to verify the scanning reports (Mis- Match / Scan Clean / Not Scanned) submitted by the Customs Scanning Division (CSD) as per the Circular No. 48/2018 dated 15.10.2018 and Circular No. 21/2018 dated 19.04.2018. 3. Representations have been received from trade to do away with stamping procedure on Bill of Entry after Out of Charge after introduction of TURANT Customs. 4. The same has been examined and it is hereby directed that the Bill of Entry need not be presented to the OOC Officer for endorsement. The Preventive Officer at CFS/Port Gate will continue to verify the marks and numbers, Container No., Seal Number and Weight at CFS/Port before delivery of all cargo except the DPDCFS cargo. 5.
