No. VIII/48-91/CUS-T/2016 Dated 26.12.2016 PUBLIC NOTICE NO. 17/2016/CCP/JMR Subject: Invitation of applications for empanelment of Chartered Engineers for examination/valuation of Second Hand Machinery/Goods etc. in the jurisdiction of the Commissioner of Customs (Preventive), Jamnagar - Regarding. The Commissioner of Customs (Preventive), Jamnagar proposes to empanel Chartered Engineers for valuation of imported, old and used/second hand machinery, equipments, including medical equipments, other capital goods, Computers, Photocopiers/MFDs, Office equipments, tools, etc and their parts/accessories. Accordingly, applications are invited in the enclosed Proforma from Chartered Engineers (Individuals or Company) duly affiliated to and recognized by the Institution of Engineers (India). The job requires high degree of professional expertise, integrity and fairness. In the case of second hand machinery, the Chartered Engineers are required to prepare their report as per the instructions in CBEC Circular No. 25/2015, dated 15th Oct., 2015, after verification of the goods. Goods may be referred to them for expert opinion on other matters also. The panel shall be valid for a period of one year and will be reviewed thereafter. Preference will be given to the persons having specialization in the particular branch/field of engineering, based on the work experience. Copies of the relevant certificates issued by the Institution of Engineers, Institute of Valuers, and Income Tax Department, Valuation of Bank Property, Registration Certificate of Service Tax and all certificate of experience may be enclosed. Short listed applicants will be called for an interview following which final selection shall be made. The Importers/ Trade/Customs Brokers may make use of the services of any of the empanelled Chartered Engineers who have requisite specialization in that field/faculty for assisting the Customs Department for valuing the machinery/ goods referred by the Customs Department. The service charges shall be borne by the importers. At the same time, the certificate issued by the empanelled engineer will be advisory in nature and shall not be binding on the department. On empanelment of Chartered Engineers, it is proposed to issue a Public Notice giving the names and addresses of Chartered Engineers who can be contacted by the Trade for issue of Chartered Engineer Valuation Certificate as per Central Board of Excise Customs Circular No. 25/2015, dated 15th Oct., 2015. On selection, such Chartered Engineers have to submit yearly Self Appraisal Report to assess their performance so as to decide whether they are fit to continue or not. The empanelled Chartered Engineers would be in addition to the Inspection/Certification Agencies listed in Appendix 2G of the Hand Book of Procedures (2015-2020), Volume 1 as amended from time to time. Submission of any wrong information would result in cancellation of Candidature/Membership of the panel and also attract penal provisions under the Customs Act. The submission of application does not bestow any right for selection. 2. All the Trade Associations/Chamber of Commerce/ Members of Regional Advisory Committees and Customs Broker's (CHA) Association are requested to publicize the contents of this Notice amongst their members/constituents. The Public Notice and Proforma may be downloaded from the website jarnnagarcustoms.gov.in . The duly filled in Application with all required enclosures should reach the Joint Commissioner of Customs, 5th Floor, Sarda House, Bedi Bunder Road, Opp. Panchavati, Jamnagar on or before 16th January, 2017. All claims regarding qualification and experience have to be supported completely by certificates and other testimonials as applicable.
