Kanchepuram Taluk, as Customs Area for handling of LCL Import Cargo Procedure to be followed Regarding. Attention of the Steamer Agentse Importers. Exporters and the Custom House Agents is invited to this Custom House Public Notice No. 23/2010 dated 12.02.2010 declaring Container l reight Station of M/S. Glovis India Pvt. Ltd. at Irungattukotai, Sriperperumbudur Taluk, Kanchiputam District as CUSTODIAN of goods meant for Import and Export In exercise of powers conferred under Section 8(b) of the Customs Act, an Area of 200 Sq. Mtrs of existing warehouse is declared as Customs Area'* for the specific purpose of handling Import LCL,' Cargo at Container Freight Station of M/S. Glovis India Pvt. Ltd. The following procedures have to be followed by the Custodian while handling Import LCL Cargo. 1. Containers containing LCL import cargo may be allowed to be moved from Chennai Port' to M/S. Glovis India Pvt Ltd, by the Steamer Agents and M/S. Glovis India Pvt. Ltd, after getting permission from Dy. / Asst. Commissioner of Customs (CMFC) as prescribed in Public Notice No. 19/98, PN No. Il 1/2002 and PN No. 255/2002 and allowed to be destuffed at the CFS by the Steamer Agents concerned / Custodian. in the presence of their representative under Customs Supervision. 2. A tally should be taken with reference to the concerned import manifests and line numbers are entered in a separate register to be maintained at the CFS according to Container Number wise and to be endorsed suitably, individually by the representative of the Steamer Agents / Custodian and the Preventive Officer (Customs) on duty. 3. In case of any shortage noticed at the time of destuffing al the CFS, the same shall be recorded in the register maintained by the Custodian and the same shall be endorsed by the Preventive Officer, Custodian and Steamer Agent. In case of any shortage the Custodian shall be responsible for the same and suitable action will be initiated under provisions of Sec. 1 16 of the Customs Act. 1962. 4. If any shortage/pilferage takes place after taking over of the cargo by the CFS, then the CFS as a CUSTODIAN of the cargo, is responsible for any claim Lo be preferred by the Importers / their representative (CHA) for such loss / shortage / pilferage. Similarly, the CFS as a CUSTODIAN of the cargo is liable for payment of duty under sub-section(3) of Section 45 of the Customs Act, 1962. 5. The de-stuffed import LCL. cargo should be stacked in the respective godown according to Import General Manifest / Line Number, Container number-wise. The Cargo should be kept according to the marks and numbers on the packages for easy identification and examination purpose, separate godown should be provided for LCL and PCL cargo. 6. The sensitive cargo should be kept in the secured lock - fast area provided for the purpose, to avoid pilferage. 7. In case of, unclaimed / uncleared / abandoned cargo, the CFS as Custodian of the cargo should follow the statutory provisions of the Customs Act, 1962, towards the disposal of these unclaimed cargo/Uncleared / abandoned cargo. 8. The CFS should send monthly statement to the Dy./Asst. Commissioner of Customs (CFS) and Dy./Asst. Commissioner (CMFC) showing the details such as number Of LCL container (with container numbers), date of de- stuffing / receipt , name of the vessel, IGM No., Line No. of packages cleared, No. of packages pending for clearance, Name of the Importers and other relevant particulars. The movement of Import LCL cargo to the CFS is an optional facility available to the trading public.
