Date: 07.09.2006 PUBLIC NOTICE No. 129/2006 Subject: Implementation of the new Centralized CHA Directory Regarding. Attention of CHAs/CHA association is invited to the Facility Note 19/2005 dated 19.09.2005, Public Notice 176/2005 dated 28.12.2005 and Public Notice 78/2006 dated 14.06.2006 issued by this Custom House on the above subject. 2. The facility for centralized maintenance of CHA registrations has been developed and is ready for use. The maintenance of these directories would be carried out from 19 Policy Sections / CHA sections as listed in the enclosed Annexure A. These 19 policy sections cover all the 35 locations where ICES is operational. 3. The CHAs who wish to be registered or wish to update their existing registration may approach the respective Policy Sections/CHA sections listed in Column A of Annexure A. Column B of the Annexure indicates the list of associated ICES locations covered by the CHA Sections/Policy Sections listed in Column A. 4. All CHAs are required to obtain their new registrations from the CHA/policy sections from where their original license was issued. CHAs who have been registered with more than one Policy section will have to decide on retaining only one of their registrations. All future updations/changes will have to be done in that policy section only. The list of such CHAs is also provided on the website www.icegate.gov.in. 5. During the period starting from October 2005 to June 2006, CHAs were required to submit their PAN details for generation of the PAN based registrations. Data collated in this regard suggests that there are CHAs who have not registered with any policy section while some have registered themselves with multiple policy sections. In order to provide the status on the CHAs in regard to their PAN based registration, a website has been developed. It can be accessed on http://www.icegate.gov.in/CHAReport/index.html. The following information is available on this site: 1. PAN Based Registration Details: The CHA s new PAN based IDs can be accessed by entering the PAN number. CHAs may examine the details that have been entered in their registration. 2. Unregistered CHAs: It may be noted that while submitting their PAN based details, some CHAs have not provided their registration information, while some others have not submitted their PAN based registration particulars at all. The lists provide details in respect of both categories. 3. Registered CHAs: There are links giving information on registered users sorted by CHA name and by ICES locations. 4. Duplicate Registrations: This list provides details for those CHAs who have got their PAN based registrations done from multiple Policy sections. All CHAs are advised to approach concerned CHA section and get their registrations completed. CHAs may contact ICEGATE helpdesk at 011-23379020 for clarifications, if any required. 6. The new PAN based directory will come into operation with effect from 11th September 2006. With effect from this date, old CHA numbers will not be permitted to be used for the purpose of filing. CHAs are required to henceforth use their 15 digits PAN based registration number for filing their document at the Service Centre or through ICEGATE. The new PAN based CHA registrations have been issued branch-wise. A CHA can file his documents (Bills of Entry/Shipping Bills) from any branch to any ICES location. In these documents, the CHA must quote the PAN-based registration number with branch extension that is concerned with the particular document. For example, if the Chennai branch of the CHA is filing the document, the CHA registration number with corresponding branch extension number should be used. This will help both the department and the CHA to identify the physical address from where the CHA is filing the document. Likewise, in the service centres, the CHA must quote the relevant PAN based registration number. 7. Custom House Agents and their associations are requested to give wide publicity to this Public Notice for compliance.
