GEN/TECH/PN/35/2020 Dated: 27.10.2020 Public Notice No. 35/2020 Subject: Permission of Bonded Trucking for transportation ( import/Export) of Valuables and General Cargo from ACC Jaipur to CELEBI DCSC- IGI Airport- New Delhi, and vice-versa to M/s. the Rajasthan Small Industries Corporation Ltd. (RAJSICO Jaipur) Attention of all importers/Exporters, Customs House Agents, the general Public and all other concerned is drawn to Public Notice No. 8/89 dated 19.03.1989 issued by the Collector, Customs Central Excise, Jaipur appointing M/s The Rajasthan Small industries Corporation Ltd. (herein after referred as RAJSICO), Udyog Bhawan, Tilak Marg, C-Scheme, Jaipur-3o2oos,ascustodian under Section 45 (1) of Custom Act, 1.962, of Air Cargo Complex, Airport Jaipur at the said premises. 2. On the basis of the request made by M/s RAJSICO, Jaipur, permission is granted to operate Bonded Trucking for transportation (import/Export) of Valuables and General Cargo from ACC Jaipur to M/s. CELEBI Delhi Cargo Terminal Management India Pvt. Ltd. (herein after referred as CELEBI), Regd. Office- Room No. CE 05, First Floor, import Building II, international Cargo Terminal, IGI Airport New Delhi Delhi Cargo Service Centre Pvt. (herein after referred as DCSC),having address at Cargo Terminal-2, Gate No. 6, Air Cargo complex, IgI Airport New Delhi and IGI Airport New Delhi, and vice-versa. 3. The said bonded trucking transportation facility will expedite clearance of both import anti export consignments and give ,i fillip to the export trade of Valuables and General Cargo, from the country. 4. This permission is granted for a period of one year as stipulated under CBEC s circular No. 69/1999-Cus dated 06.10.1999 and 06/2007-cus dated: 22.01.2007 read with Circular No.61/2000- Cus dated 13.7.2000 subject to furnishing a Running Bond of Rs. 50 Crores in terms of Regulation 5(4)of the HAN DLING OF CARGO IN CUSTOM SAR EASRE GULATAION, 2009. 5. The amount will be debited from this bond when the transhipment cargo is taken by RAJSICO and it will be credited when the proof of handing over of the cargo to airline is produced. The RAJSICO will be responsible for any shortage of pilferage of the cargo. The RAJSICO will insure such goods for full value as well as the Customs duty involved and submit insurance documents in respect of bonded goods and revalidate it from time to time. 6. M/s. RAJSICO shall submit a list of trucks having authorization to ply outside the state together with registration number to be used for movement of each transhipment cargo to the Deputy/Asst. Commissioner of Customs, ACC Jaipur. The trucks containing goods for transshipment will be sealed with customs bottle seal in presence of customs officer before movement of such truck(s. The responsibility of accountal of goods shall be with M/s. RAJSICO, who shall be responsible for damage, pilferage or shortage, if any, In the goods arising during transit and will be required to pay the amount equal to customs duty, cess and other levies involved. 7. M/s. RAJSICO, CELEBI/ DCSC and the airlines are required to adhere to the provisions of the foreign trade policy, the Customs Act, 1962 and other allied Acts/instructions/Circulars in force and enacted/amended by the Govt. from time to time in this regard. 8. M/s. RAJSICO shall pay the cost recovery charges for the Customs officers and staff provided for the aforesaid purpose whenever due. 9. M/s. RAJSICO shall under no circumstances outsource the transshipment activities under this public notice without due permission from the undersigned. 10. M/s. RAJSICO shall work under the control of Commissioner of Customs (Prev.),jodhpur, Hqrs at Jaipur. 11. The following procedure will be followed for transportation of valuable and general cargo. 11.1 imports:- The import cargo consigned to(ACC) RAJSICO, Jaipur shall be shown on the sheet of transhipment cargo in the import manifest as required by the import Manifest (Air Craft) Regulation 1976 . On arrival, the goods shall be carried by the Airlines officials escorted by the import Freight Officer (IFO) of Delhi Air Customs to M/s CEIEBI/ DCSC New Delhi, in a strong room meant for(ACC) RAJSICO Sanganer Jaipur at the Air Cargo Complex, New Custom House, Indira Gandhi international Airport, New Delhi for the safe custody of pendin8 transhipment to (ACC) RAJSICO Jaipur. The import freight officer shall verify the details of the packages with the import manifest and make a note of the parcels short landed and/or damaged. ln case of damaged packages tl.re same shall be re-packed and sealed by IFO in the presence of the Airline authorities and the CELEBI/ DCSC, under panchnama procedure. CELEBI/DCSC shall receive the said parcels at Air Cargo Complex, New Custom House, Indira Gandhi international Airport, New Delhi from the Airlines and transport the same to (ACC) RAJSICO, Jaipur under the transhipment procedure. For the transhipment of the cargo to ACC (RAJSICO)Sanganer, Jaipur, CDCTMIPVL shall prepare the usual Transhipment Permit in the 05 copies. They shall also prepare the Precious Cargo Transhipment Manifest (P.C.T.M.) in the prescribed form in five copies. The original and duplicate of the P.C.T.M. shall accompany the goods to the ACC(RAJSICO), Jaipur and shall be handed over to the Customs Authorities at ACC, Jaipur. The original shall be the copy on which Bill of Entry shall be noted at (ACC) RAJSICO, Jaipur. The duplicate shall be returned by the Dy./Assistant Commissioner of Customs, (ACC) RAJSICO, Jaipur to the Dy./Assistant Commissioner of the Customs, of in charge of transhipment at Air Cargo Complex, New Custom House, Indira Gandhi international Airport, New Delhi with the receipt acknowledgement by the officer authorised by the Dy./Assistant Commissioner, (ACC) RAJSICO, Jaipur, regarding landing of the goods. The triplicate shall be retained by the Dy./Assistant Commissioner of Customs, in charge of the transhipment Air Cargo Complex, New Custom House, Indira Gandhi international Airport, New Delhi for his record CELEBI/ DCSC shall hand over the quadruplicate copy to the Airline Authorities with their acknowledgment for receipt of the parcels and the fifth copy shall be retained by CELEBI/ DCSC for their own record. Out of the 05 copies of the Transhipment Permission(T.P.) prepared by CELEBI/ DCSC and passed by Custom officials at Air Cargo Complex, New Custom House, Indira Gandhi international Airport, New Delhi the fifth copy shall be contained by CELEBI/ DCSC and the forth copy shall be submitted to the Custom Authorities at Air Cargo Complex, New Custom House, Indira Gandhi international Airport, New Delhi. The remaining three copies shall accompany the cargo to (ACC) RAJSICO, Jaipur. The triplicate shall be kept by M/s RAJSICO for their record. The duplicate shall be kept by the Customs authorities at (ACC) RAJSICO, Jaipur. The Customs officer authorized by the Dy./Assistant Commissioner of the (ACC) RAJSICO, .Jaipur shall endorse the landing details of the parcels on the reverse of the original copy of Tranship Permit which shall be returned to the Custom authorities at Air Cargo Complex, New Custom House, Indira Gandhi international Airport, New Delhi as landing certificate. On the basis of the original copy of Tranship Permit and duplicate copy of P.C.T.N4. with landing remarks from the Customs authorities at (ACC) RAJSICO, Jaipur, the Customs authorities at New Del Delhi shall close the import manifest. The Concerned Airline shall submit the quadruplicate copy of P C.T M. to the Customs at Air Cargo Complex, New Custom House, Indira Gandhi international Airport, New Delhi for closing the Manifest. 11.2 Exports:- Application for ETP After the goods are packaged, M/s. RAISICO is. required to file ETP application request using service centre in the prescribed format. The details sought have to be furnished to the service centre operator who after making entry in the system would generate the checklist for the data entry done in the system. The RAJSICO would then verify the checklist and acknowledge the entry for submission in the system. Approval of Export transshipment Once the ETP is submitted, the ETP application would be pending with the preventive Superintendent of the ACC for approval. The Preventive superintendent would verify the application and approve the same in the system. Once approved, ETP permit gets printed. Based on the copy of the ETP approval permit print, the Preventive Officer shall allow the cargo to pass out of the gate. The approved ETP permit print should accompany the packages which have been moved to Gateway Airport. As soon as, the ETP approval permit ls given, the bond amount, for the ETP shall be debited in the bond executed at the time of approval. It would be the responsibility of the Transhipper to ensure that the concern cargo is exported. Allowed for shipment As soon as the Cargo reaches the gateway Airport through ETP, after completion of the Preventive checks including verification of marks Nos. of the package and integrity of the seals to rule out tampering if any as the case may be. Allowed for shipment entry is made in ICES by verifying the particulars from the approved ETP. Any discrepancy noticed at this stage may be brought to the notice of the System Manager for further action. The following are pre-requisite for Gate-in process at Gateway Airport: ETP granted at the Primary Air site; Cargo loading report, (Updated Truck and seal No. details) has been fed into the system by the Preventive Officer (PO) at the primary ICD/Airport Cargo has been physically transported to the Gateway site and received by the custodian at the Gateway Air site. custodian has presented a signed copy of the list of packages/packets received line-wise. lt is assumed that the custodian will furnish the arrival Iist of car8o after necessary segregation of cargo. Filing of EGM: After allowed for shipment entry is given in the system, the Airline agent can file EGM at Gateway Airport for the Shipping Bills loaded in the Aircraft at Gateway port. Authority: 1.
