Attention of all Importers, Exporters, Customs Brokers, and Trade is invited towards various circulars issued by CBIC on Faceless Assessment issued to streamline the process to expedite Assessment in FAG. The trade has represented that despite of various measures, the assessment of Bills of Entry allotted to FAG is delayed because of multiple queries and marking BE for first check examination etc. The issue has been examined and it is for the information of all concerned that to reduce time of assessment and reducing the dwell time, following measures are being taken. i. The officers have been suitably instructed not to raise multiple queries, A mechanism at the level of ADC/JC and Commissioner to monitor the queries raised by FAG has been started. ii. Similar mechanism of monitoring is put in place for Bills of Entry for , First Check examination, the Bills of Entry pushed to PAG after multiple queries and is for assessment at PAG. iii. Further, instructions have been issued to the officers to avoid multiple query and trade has also been requested to file necessary documents in R- Sanchit to avoid such queries. However, many instances have been noticed wherein the trade do not upload proper documents. As a result, the officers are compelled to raise queries and after the 2nd query the bill of entry will be pushed back to PAG after giving sufficient Opportunities to the importer. Hence, the Custom Brokers/Importer Should ensure uploading of following documents: BIS/ETC/WPC/LMPC/EPRA Export Documents / Freight Certificate/Proof of Surrender of Export benefit. Ensure Sufficient balance in Licence even after loading in bill of entry. Declare Brand/Make/ Model/COO Certificate / product technical literature if any. Ensure proper UQC as per CTH Documents required as per CCR/OGD instructions. Any other document which are essential for assessment. iv. The trade may contact Appraising Officer, Turant Suvidha Kendra, Cochin Custom House in terms of any grievance related to clearance of the B/E pertaining to Cochin Customs Zone. They may also communicate their grievance relating to clearance of the B/E on E-mail ID at [email protected] for early redressal. v. The Trade is requested to bring the issues of delay, unwarranted queries and first check orders to the notice of concerned ADC/JC. If trade is finding any difficulty in replying to queries other issues with respect to Bills of Entry of Port of Import INCOK1, they can contact Addl. Commissioner, TSK on email ID- tamizh.va@ gov.in. The Customs Broker and Importers are requested to file BE in advance after uploading all mandatory documents required for assessing the item imported on E- Sanchit in proper column with specific name to the document to avoid query so as to expedite clearance of goods.
