Kind Attention of all the concerned is invited to the Advisory No. 10/2024 dated 22.05.2024 issued under category SCMTR by DGoS, ICES. Director General of Systems and Data Management, CBIC has made available the new Utility to make uniformity in Voyage Call Number (VCN) format for NLP and Non-NLP ports Under the SCMTR regulations. The detail procedure will be as under: 2. Under the SCMTR regulations, the mechanism of generation of rotation no. has changed. The rotation no. is generated under the SCMTR on the basis of VCN (Voyage call No.) which is the primary message sent by the port authority to the customs automated system through the NLP (National Logistics Portal) Marine System. The format of VCN for generation of Rotation number would be as follows : Last 4 digits of the Port code = For example the port code for Bombay Port is INBOM1 and at time of entering in VCN would be BOM1 (4 digits) followed by 4. digits of year = 2024 (year) followed by 2 digits for month = Month (e.g. 01, 02, 03....12) followed by Last 4 digits of = Running serial Number of the VCN Total of 14 characters 3. The rotation no. is being generated in different formats for NLP Non NLP ports. However, after the launch of SCMTR in the system, a common format for VCN would be required for generation of rotation number. For this purpose, a utility has been prepared at ICEGATE for NLP and Non- NLP ports to make uniformity in VCN. 4. In respect of non-NLP ports, where the VCN format is non-standard, they can use this utility to generate rotation no. by entering the last 4 digits of the running serial number of VCN, if the running serial number of VCN of non-NLP port is of more than 4 digits, then the shipping line/agents are expected to enter the last 4 digits of therunning serial number of VCN for generation of the rotation no. For example, in Port Blair (IN IXZ1), if a ship has come in March 2024 and the running serial no. is 12345, the VCN to be entered in the utility would be IXZ1 2024032345. If the VCN has less than 4 digits then zeroes are to be prefixed. For example, if a ship has come in March 2024 and the running serial no. is 123, the VCN to be entered in the utility would be IXZ 12024030123. 5. For NLP ports, shipping lines/agents would use NLP portal for generation of rotation number giving input as VCN. In case of non-transmission of data from NLP ports, the shipping lines/shipping agents can enter the Voyage Call No. in this utility and can generate the rotation no. The system will generate only one rotation no. whether VCN data is received from NLP or is entered by the line/agent using this utility. In case the rotation no. has already been generated, the system will display the same rotation to the user.
