Illegal Dumping of Goods

The Directorate General of Anti-Dumping & Allied Duties (DGAD) conducts anti-dumping investigations on the basis of duly substantiated petitions filed by domestic industries with prima-facie evidence of dumping of goods in the country, injury to the domestic industry and causal link between the dumping and injury to the domestic industry. Such petitions submitted by the domestic industries are processed as per the procedure and within the time limits specified under the Customs Tariff Act, 1975 and the rules made there under. During the period from 01.04.2011 to 28.02.2015, 114 number of anti-dumping investigations have been initiated in respect of imports of various products including 12 electronic items (Compact Disc Recordables, Dry Cell Batteries, Electrical Insulators, Recordable Digital Versatile Disc, Solar Cells, Graphite Electrodes of all diameter, USB Flash Drives, Digital Versatile Disc, Electrical Insulators, Calculators, Compact Fluorescent Lamp and Synchronous Digital Transmission Equipment).

 On the basis of evaluation of relevant economic factors such as declining trend in market share, profits, capacity utilization, return on investments, cash flow, effects on inventory and growth, it was found that the dumped imports have caused material injury to the concerned domestic industries.

 Based on the recommendations of DGAD for imposition of anti-dumping duties, Department of Revenue has imposed anti-dumping duty on imports of 93 numbers of products including 3 electronic items (Recordable Digital Versatile Disc, Digital Versatile Disc and Graphite Electrodes of all diameters) during the above period.

 This information was given by the Minister of State (Independent Charge) in the Ministry of Commerce & Industry Smt. Nirmala Sitharaman in a written reply in Lok Sabha today.
