1) Previously it was 25000 rupees but presently it is 25000 $.

2) In your case, no need for any statutory declaration as the same is under the exempted category - refer regulation 4 of the Foreign Exchange Management (Export of Goods and Services) Regulations, 2000.

for clarification, pleas refer  RBI/2006-07/27 Master Circular No/09/2006-07, DT. 01/07/2006 (Part - I) - Master Circular on Export of Goods and Services.

Export of Goods and Services

A.2 Exemptions from Declarations

(i) The requirement of declaration of export of goods and software in the prescribed form will not apply to the cases indicated in Regulation No. 4, ibid.. Exporters have been exempted from submission of declaration in the prescribed format for exports of value not exceeding US $ 25,000 or its equivalent. The exporters shall however, be liable to realise and repatriate export proceeds as per FEMA Regulations.
                                                                                 ---

Hence, in my view, a simple declaration that the export value of goods or software does not exceed US $ 25000 should suffice.

Hello,

What about the RBI circular dated 13 sept 2013 that states that "Under the revised procedure, the exporters will have to declare all the export transactions, including those less than US$25000, in the form as applicable"

See: http://www.rbi.org.in/scripts/NotificationUser.aspx?Id=8411&Mode=0

So now all exports have to be declared?

Rgds

Sreeraj
