1) Previously it was 25000 rupees but presently it is 25000 $. 2) In your case, no need for any statutory declaration as the same is under the exempted category - refer regulation 4 of the Foreign Exchange Management (Export of Goods and Services) Regulations, 2000.
for clarification, pleas refer RBI/2006-07/27 Master Circular No/09/2006-07, DT. 01/07/2006 (Part - I) - Master Circular on Export of Goods and Services.

Hello, What about the RBI circular dated 13 sept 2013 that states that "Under the revised procedure, the exporters will have to declare all the export transactions, including those less than US$25000, in the form as applicable" See: http://www.rbi.org.in/scripts/NotificationUser.aspx?Id=8411&Mode=0 So now all exports have to be declared?
