West Bengal -VAT, VAT + CST

Dear Sir,

As per section 16(4) of West Bengal Value Added Tax Act, 2003 the levy of VAT on local sales is at option of the dealer to pay VAT either on MRP or Invoice value. Kindly put some light with reference to some citation in West Bengal.
