Sec 25(3) of SGST Act, " A person, though not liable to be registered under section 22 or section 24 may get himself registered voluntarily, and all provisions of this Act, as are applicable to a registered person, shall apply to such person."

As per above provision a dealer even though his turnover is below the threshold can apply for registration.

However, it is discussed that there should be a threshold limit to pay GST under reverse charge for purchase from unregistered by a registered dealer.
