How to check excise exemption certificate issued by power generation company to suppliers ?

To be doubly sure confirm through the jurisdictional Range Officer/Division Office. Particulars must be given on invoice claiming exemption.

but if i as a auditor in any power company how should i start this process. How can i ensure that exemption is correct.
