Sir, there is a Govt. agency in Dubai who said before selling products to our country, you have to take certification from us like ISO.

So, whether RCM applicable on such certification fees.

Yes. RCM is applicable. It is covered under Notification No.10/17-IT(R) dated 28.6.17 as amended (at serial No.1).
