Whether the Registrars and Transfer Agents (RTAs) in respect of physical or dematerialised securities are liable to pay service tax on their bills raised on such services to their clients ? If so, then under which notification (No. & Date)?

Your query is seems to be incomplete. But apparently on the basis of fact understood it seems that your this service is not liable to service tax.
