SEZ stands for Special Economic Zone and this scheme was introduced by the Government with effect from 01-04-2000 with the objectives to provide an internationally competitive and hassle - free environment for earning of foreign exchange, attracting FDI, generation of employment and to facilitate transfer of technology.  SEZs are considered to be growth engines to boost manufacturing, augment exports and generate large scale employment.

 CT-1 Forms are being used to procure goods duty free for the purpose of export outside India.

CT-3 Form are being used to procure goods duty free for EOUs and STPI units.

Mr. Neeraj,

Perhaps you are seeking to know the mode of procuremen of goods for SEZ unit/developer. A unit in SEZ can procure goods duty free (import or domestic) in terms of the SEZ Act/Rules since SEZ area is treated as foreign terrirory and any supply of goods from DTA to SEZ is treated as export. CT-1  and CT-3 are not meant for SEZ. CT-1 is meant for a merchant exporter to procure goods from a manufacturer for the purpsoe of export against the bond executed by the former with the Maritime Commissioner or AC (Exports). CT-3 form is used by a EOU to procure goods duty free from the DTA. CT-1  form is issued by the office of the Maritime Commissioner or AC(Exports) whereas CT-3 is issued by the jurisdictional Range Superintendent of the EOU.
