Packing charges - import of goods

When calculating assessable value for imported goods at the customs, packing charges will be adding are not? If yes, How to calculate,means, If we import different quantity and quality of goods, how to calculate the packing charge for each quantity of goods while assessment of value? And let me know like above for insurance,freight and Misc. charges.

The valuation provision in the customs are provided in section 14 read with valuation rules. Actual packing charges / cost should be included in the value. However, where the price / value of packing charges is not ascertainable, a reference to the valuation rule is made. The concept of similar or identical goods may be applied. Further, for insurance, freight and landing charges certain fixed percentage has been prescribed in the customs valuation rules.
