applicability of TDS, VAT + CST

sir we have purchased two lakh sms at a cost of .015 paise per sms and the total cost comes to around Rs 30000.00 and the company is adding vat @ 5% that is Rs 1500.00.

does purchase of sms attracts TDS under VAT

Please help in the matter of  rented income 8lac per annum from 2011-12 ,whats liabilty of service tax on this.
