Is service tax applicabe on Debit notes raised for sharing of Rent for use of office space ( on actuals based on area) and other common facilities ( based on specified percentages based on estimated usages)

Debit not itself is nothing. You have see the true colour of the transaction for which such debit note has been raised. Is it subletting or a common tenancy etc. Only after scrutiny of detailed facts, any decision might be arrived at.
