The department issued a show cause notice dated 17.12.85 alleging that the place in which the applicant intends to deal in gold is a remote place and having regard to the population and remoteness of the place, it does not require any gold dealers licence to be issued. In view of this the party s plea that the shop at Vapoli is to be a branch of the existing shop at Bicholim is only a cover to take advantage of the relaxation contained in Circular No. 27/28, dated 28-9-1978. The Additional Collector then observed : I hold that the application for licence at Vapoli has to be treated as an application for issue of an additional licence only. We have considered the submissions made on both the sides and perused the available records.
