SSI exemption up to Rs. 10 Lakhs of turnover is available only to service providers and not to service receivers. In case of RCM, the receiver is supposed to pay service tax on full amount of services received without any floor limits. In order to obviate the problems of small service receivers, being business entities, it has been provided that in some such cases no service tax will be payable by the service receiver if his turnover in the preceding year is less than ₹ 10 Lakhs.
