Revocation of Customs Broker License set aside; forfeiture of entire security deposit and penalty of Rs.50,000/- under Regulation 14 read with Regulation 18(1) of CBLR 2018 upheld; violation of sub-regulations (d), (e) and (n) of Regulation 10 of CBLR 2018 for concealment of Red Sander wooden logs prohibited under CITES; notice not time barred; appellant failed to verify exporter's identity and functioning; appellant punished multiple times for CBLR violations; revocation affecting livelihood of 23 employees considered; interest of justice and preventing permanent disability from earning livelihood weighed.
