INSTRUCTION NO. 664/CBDT Dated : March 6, 1974 Only those assessees whose returns have been accepted for three consecutive years on the basis of scrutiny and who have paid the tax promptly, should be entitled to be treated as starred assessees and given the facilities suggested by the Committee, in matters like submission of returns, grant of adjournments, payment of tax, which will enable them to realise that their honest dealings with the Department are appreciated by it.
