No. B-1/8/2012-SEZ Government of India Department of Commerce (SEZ Section) Udyog Bhawan, New Delhi Dated 27 th March, 2012 To All the Zonal Development Commissioners Subject:- Cost recovery of the post in newly notified SEZ under SEZ Act, 2005-regarding. A detailed guideline on quantum and modalities of recovery to be made from the developer to meet the expenses towards pay and allowance in respect of posts sanctioned on cost recovery basis was issued vide letter of even number dated 16 th September 2010. As per this guideline developer are required to remit the cost towards payment on account of salary, allowance etc in respect of posts on cost recovery basis in the account of Zonal Development Commissioner and Zonal Development Commissioner are to release the payment to concerned Development Commissioner on raising of demand to that effect. Instances shortfall in approved Budget to meet the salary and other allowances of sanctioned posts have come to the notice of the Department. A number of requests have been received seeking revision in the revised estimates as payment to cost recovery posts was released out of the approved Budget whereas the same was not included in Budget Estimate for that year even when the cost deposited by developer was remitted to the Government account. In view above, all the Zonal Development Commissioner are advised to include the cost towards pay and allowances in respect of posts sanctioned on cost recovery basis in the budget estimate itself to avoid any shortfall in the approved budget and actual expenditure and eliminating the need to seek revision in revised estimates to meet the expenditure related to the cost recovery of posts.
