Regarding requirement of c.e. certificates - DGFT - 02/AM-09Extract OFFICE OF THE ZONAL JOINT DIRECTOR GENERAL OF FOREIGN TRADE, MUMBAI-400020. Dated: 10th July, 2008. TRADE NOTICE NO. 02/AM-09 It has been observed that certificates of Chartered Engineer are required to be submitted in various EPCG and Advance Authorisation applications. The C.E. Certificates are required as they are certified to be technically competent experts so that entitlements against Advance and EPCG authorisations are released to the genuine applicants on the basis of correct technical certification of nexus of items and the quantities required for the given export items. This implies that only Chartered Engineer of a particular field i.e. Mechnical Engineering, Chemical Engineering, Electronics Electrical Engineering, Production Engineering etc. can only certify the technical requirement of the same engineering field. However, it is found that in many cases, the Chartered Engineer Certificates in one branch of engineering are issued by Chartered Engineer belonging to other branches of engineering which are irrelevant to the engineering branch required. This leads to justification of wrong claims for Advance Authorisations and EPCG Authorisations. It is, therefore, decided that Chartered Engineer s certificate of a particular field/branch of engineering must be issued by the Chartered Engineer of that field/branch of engineering only. In case Chartered Engineer certificates are issued by a Chartered Engineer of different branch/field than the one actually required as per the application, the same shall not be accepted.
