No. VIII (H) 13/342/2013-31729 Dated: 26/12/2013 PUBLIC NOTICE NO. 20/2013 Sub: Procedure for renewal of Customs brokers Licence - regarding. Attention of all Customs Brokers is invited to provisions of Regulation 9 of CBLR, 2013 for Renewal of Customs Broker Licence. In this regard the following procedure has been prescribed for the renewal of Customs Broker Licence with immediate effect. The Application for the renewal of Customs Broker Licence should be submitted within 90 days prior to the date of expiry. The application for renewal shall be accepted by the following documents:- i. Form-A as per CBLR, 2013 duly signed by the proprietor/all partners/all directors (In Original). ii. Xerox Copy of CHA Licence in Form-B. iii. Copy of agreement of lease/rent/sale deed having validity as of now for the business premises (Duly Attested / Notarized). iv. List of Identity card holders with photo identity (with card nos. date of validity). v. Bond in Form-D as per CBLR, 2013 vi. Performance summary report on volume of work (i.e. Total no. of bills, Total Value, Total Duty / Cess) handled in Export / Import for the last 5 financial years. vii. Service Tax Returns Income Tax Returns for the last 3 financial years. viii. TR-6 challan on payment of fee of ₹ 5,000/- for renewal of licence. ix. Security Deposit for the sum of ₹ 5,00,000/- deposited towards renewal in the form of FDR in favor of THE COMMISSIONER OF CUSTOMS, (IMPORT GENERAL), NEW CUSTOMS HOUSE, NEW DELHI having validity for 10 years (In Original). X. Solvency Certificate for the sum of ₹ 5.00.000/- (In Original). xi. PAN Card copy in the name of the CHA (Duly Attested / Notarized). xii: PAN Status Printout (ICEGATE). xiii. Proprietorship deed/ partnership deed/ memorandum of articles of association as the case may be duty notarized. xiv. Copy of CHA Membership issued by the CHAs Association in Delhi for the current financial year (Notarized). xv. Proof of qualification under regulation of Power of Attorneys. xvi. Power of Attorney, Bond, wherever required. xvii. Declaration (stating that there was no change in the constitution/change in address of the Customs Broker; that there are no time expired / inoperative cards in Form G, H, etc., pending submission to the department; that they maintain accounts as per Regulation 16 of CBLR, 2013 ; that no judicial/Quasi Judicial cases having impact on renewal of the Customs Broker Licence, are pending final decision; that there are no arrears of amount payable to the department). xviii. Reasons for condonation of delay. Immediately after receipt of the complete set of documents, an antecedent verification will be conducted and after approval for the renewal of Customs Broker Licence is accorded by the Commissioner of Customs, the same shall be intimated to the Customs Broker Concerned. This processing for renewal shall normally be completed within 30 working days from the date of receipt of complete application, if otherwise found in order. List of Customs Brokers whose request for renewal has been approved will be displayed on the Notice Board of (Policy) Branch, New Customs House.
