SIMPLIFIED PROCEDURE FOR MOVEMENT OF IMPORTCONTAINERS FROM ICTT, VALLARPADOM PORT TO CFSs. - Customs - TRADE FACILITY No.31/2013Extract OFFICE OF THE COMMISSIONER OF CUSTOMS CUSTOM HOUSE: COCHIN- 682009 TRADE FACILITY No.31/2013 SUB: SIMPLIFIED PROCEDURE FOR MOVEMENT OF IMPORTCONTAINERS FROM ICTT, VALLARPADOM PORT TO CFSs-REG Attention of all Importers, Shipping lines, Steamer/Shipping Agents, CFS operators, Customs Brokers and other stake holders is drawn to Trade Facility No. 4/2011 regarding the Customs procedures at ICTT, Vallarpadom and Trade Facility No. 20 /2013 issued by this Custom House regarding declaration of the destination code of CFS against the respective line numbers in the Import General Manifest(IGM), so that the import containers can be moved to any of the opted Container Freight Stations(CFS) automatically. EDI connectivity established for automation of the container movement between the ICTT, Vallarpadom Port and the CFSs under the jurisdiction of this Commissionerate has been made fully operational to facilitate speedier movement of containers and to simplify the procedures. Accordingly, it is decided to permit the movement of import container from ICTT Vallarpadom to the CFSs under this Commissionerate directly, on filing an application in the format annexed herewith (in Duplicate) duly signed by the Steamer agents and CFS operator before the Supdt. Of Customs (ICTT Gate), wherever the respective CFS/Destination code is mentioned in the IGM.( One copy will be retained by Supdt(ICTT) while the other copy duly endorsed by the Gate Customs Officer will be handed over to the Steamer Agent/Customs Broker/Importer, for movement of containers and presentation before the Customs officer at CFS). In other words, henceforth, the existing system of approval from AC/DC(Docks) would not be required for removal of import containers from ICTT to CFSs. 2). It is also brought to notice that w.e.f 01 Nov 2013, movement of Import containers would be effected through the EDI Gate Module only. In the new system, on receipt of the application for removal of import containers from ICTT to the CFSs in the above mentioned format, the Gate officer will enter the necessary particulars in the ICES Gate module. On implementation of the Gate module, there is no need to present the aforementioned Duplicate copy before the Customs Officer at CFS, as the particulars are captured in the System at the time of exit from ICTT and these are available in System for verification/ reconciliation on arrival of the containers at the respective CFSs. However, the manual application as per annexure may be filed with ICTT Gate officer until further orders. In the case of multiple container lots, it may be noted that in the Gate Module, the bond value is debited for all containers in that Line Number, on approval in System for movement of containers to CFS and thereafter, the bond amount gets fully re credited only on arrival/receipt of all those containers at the CFS. Hence, once the Gate Module is implemented, it is necessary that all containers should move to the CFS for smooth reconciliation. Thus, in the Gate Module, all containers in the respective Line numbers are to be presented at the destination CFS after approval /release from the ICTT. Customs examination at the CFSs shall be conducted only on arrival of all containers in that Line number/Bill of Entry. 3). On implementation of the aforesaid Gate module for imports, the System would debit the Bond as per norms, as and when the container(s) are released from ICTT, which will be re-credited on arrival of said container(s) at the destination CFS. Therefore, all custodians/CFS operators are directed to ensure that they have executed necessary bond with Customs with adequate value to cover the anticipated volume of containers. It is pertinent to note that the System would not permit movement, if sufficient bond balance is not available at any time. 4). It is also proposed to dispense with the procedure of manual application (before the ICTT Gate Officer) for removal of import containers, in due course, from the date, which will be announced later. On dispensation of the said manual application procedure, the IGM presented to the Customs electronically would be treated as the application for movement of containers to the CFS and automatic permission will be accorded by Customs at the time of grant of Entry inwards . Needless to say, such automatic permission will be as per the destination code CFS details mentioned against the respective line numbers in the IGM. To avail the simplified procedures for automatic approval for movement of import containers at the time of grant of Entry Inwards , the Shipping Lines/Agents must include the following mandatory fields in the IGM: i). Port of discharge (DEST_CD) is to be filled with the valid 8-digit CFS code. (The list of CFS codes in Cochin is annexed herewith as Annex-A). ii). The type of Cargo should be indicated as C for containerized cargo. (However, if only part of the cargo is containerized and the remaining is packaged, the code CP may be mentioned). iii). Cargo movement column may be filled as LC iv). The owner Shipping agent Code must be specified in the column for MLO code. 5). It may be noted that if the above cited fields are not mentioned in the IGM before grant of Entry inwards, automatic movement approval will not be granted. In other words, on operationalisation of the Gate module, if the CFS particulars are not mentioned in the IGM, the movement would be effected only after incorporating the destination code in the IGM, by way of amendments. The amendments can be carried out on any working day with the approval from AC/DC( I B ), but, for smooth clearance and to avoid delay, all concerned are advised to ensure that the destination CFS code and other particulars are mentioned in the IGM. 6). In cases where the Steamer seal on the container is found different from that given in the IGM/Bill of lading, the actual seal number will be entered in the Gate module by the Officer at ICTT gate ( as AMD {seal number} ) and movement of container will be permitted by the ICTT Gate Officer. Similarly, if the seal is found not available or tampered, the container will be sealed with Customs seal and the Customs seal number will be entered (as CUS {seal number} )in the Gate module, before allowing movement. However, such containers shall be subjected to detailed examination on their arrival in the concerned CFS. 7). For RMS facilitated consignments and imports qualified under DPD facility, existing instructions in this regard shall be followed. 8). The ICTT Gate Officer shall forward the applications (of containers which are permitted for movement to CFS) to the Container Cell on daily basis, for verification at their end and records. 9). As another trade facilitation measures, henceforth, Entry Inwards for the vessels arriving at ICTT, Vallarpadom will be granted in ICES by the Section Officer posted in ICTT, Vallarpadom, immediately after boarding of vessel. 10). The procedures in TF No.4/2011 stands modified to the above extent. All other existing instructions which are not in direct contradiction with the above procedure shall continue to operate without change. Difficulties if any, on implementation of the above procedure may be brought to the notice of the undersigned. (Dr. K. N.
