Bank Realisation Certificate (BRC) verification module for EDI system-Exports (ICES/I) at the Custom House, Cochin. - Customs - 7/2005Extract COMMISSIONER OF CUSTOMS CUSTOM HOUSE WILLINGDON ISLAND COCHIN 682 009 Trade Facility 7/2005 Sub :-Bank Realisation Certificate (BRC) verification module for EDI system-Exports (ICES/I) at the Custom House, Cochin. Attention of all Exporters, Custom House Agents (CHA), Officers of Customs and all others concerned is drawn to the RBI decision to waive the submission of GR/SDF/PP/SOFTEX in respect of goods and software of value up to US$ 25,000 or its equivalent. 2. A BRC Verification Module has been developed in the EDI System. 3. It has been decided by Central Board of Excise and Customs that receipt of Foreign Exchange will be monitored by Customs Department, inter-alia in respect of Drawback Cases. The Exporters are requested to submit the Bank Realisation Certificates (BRC) for all exports involving drawback made through this Custom House within the stipulated period of six months to ensure sanction and smooth disbursal of drawback. The Exporters/Custom House Agents shall submit the details of the BRC as per the format in Annexure I at the Service Centre. A Check List would be generated which shall be approved by the Exporter/Custom House Agent (CHA). A Job No. will be given to the exporter. 4. The Exporter/ Custom House Agent shall submit the hard copies of the BRC to the Appraiser (Drawback) along with the Checklist generated at the Service Centre. The Appraiser (Drawback) after verifying the correctness of the data in the System and his will register his consent for Acceptance/Rejection against each BRC after adding/deleting/updating data while verification. The Appraiser (Drawback) shall maintain a register and keep copies of all BRC submitted to him for physical verification. The System shall alert the Assistant /Deputy Commissioner (Exports) if the BRC are not submitted within the stipulated time of six months and suitable action for recovery of Drawback shall be taken under the provisions of Customs Act. 6. The System shall simultaneously block the sanction of drawback amount to the exporter to the extent of the FULL DRAWBACK INVOLVED IN THE UNREALISED SHIPPING BILL. The Assistant /Deputy Commissioner (Drawback) may free the blocked Drawback Amount either fully or partially after realisation of the drawback in case of the pending BRCs. 7. All Exporters must are required to submit the BRCs details of all the Drawback Shipping Bills filed on or after 1.6.2004, which should be entered in the new module.
