F. No. S/6-36/2004 - Admn. Dated: 03/03/2016 PUBLIC NOTICE No. 15/2016 Sub: Procedure for renewal of Custom Broker Licence reg. Attention of all Custom Broker is invited to the provisions of Reg.9(2) of CBLR, 2013 under which the Principal Commissioner or Commissioner of Customs may on an application made by the licensee before the expiry of the validity of the licence under Sub-regulation(1), renew the licence for a further period of ten years from the date of expiration, if the performance of the licencee is found to be satisfactory with reference, inter- alia to the obligations specified in this regulation including the absence of instance of any complaint of misconduct. In this regard following procedure is being prescribed for renewal of Custom Broker licence with immediate effect. 2. The application for renewal of licence may be submitted any time during the year in which the licence is expiring at least 90 days prior to the date of expiry of the licence. The application for renewal shall be accompanied by the following documents, (i) Self attested copy of the Custom Broker Licence (ii) List of approved employees holding photo identity cards issued by the department in Form F/G/H and the expiry dates of the said identity cards. (iii) Self attested Pan Card copy of the Custom Broker Proprietor/Partnership firm/company. (iv) Self attested photocopy of Membership /Certificate of Custom Broker Association, if any. (v) Number of documents (Bill of Entry/ Shipping Bills/Baggage Declaration forms/T.P) filed during the last 3 years. (vi) Amount of duty paid and value of goods exported during the last 3 years. (vii) Details of suspension/pending/ concluded inquiry(ies) and fines, penalty(ies) etc under Custom Act, 1962 or CHALR,2004/CBLR,2013 imposed from the date of last renewal till date of application for renewal, if any. (viii) Details of Show Cause Notice, if any, in which CB/CB employees are co-noticee and the status thereof. (ix) Validity, amount and nature of security (x) A declaration affirming that (a) There is no Change in Constitution of the CB or its address as registered with/declared to the department. (b) There are no government dues pending against the CB (c) Regular accounts are being maintained in respect of the jobs undertaken and KYC norms as per regulation 11(k) are being followed. (d) All photo identity cards of employees, which have expired or have become invalid due to dismissal, resignation etc. of the employees haver been surrendered to the department. 3. Immediately after the approval for the renewal of Custom Broker Licence is accorded by the Principal Commissioner of Customs(General), the same shall be intimated to the Customs Broker concerned. This processing for renewal shall normally be completed within 30 working days from the date of receipt of complete application, if otherwise found in order. List of Custom Brokers whose request for renewal has been approved will be uploaded on the website of Mumbai Customs Zone I and also be displayed on the Notice Board of Custom Broker Section by 10th day of every month. 4. On receipt of the intimation letter from Customs Broker Section, the Custom Broker concerned shall pay the Custom Broker Licence renewal fees of ₹ 5000/- through TR 6 Challan under Major Head037 Customs and Minor Head- V fees. The payment receipt (TR 6 Challan copy duly endorsed by the Cash department) should be submitted to the Custom Broker Section which in turn will make the endorsement of renewal on the Customs Broker Section. Those Custom Brokers who have already applied for renewal of their licence shall re- submit their application in accordance with this Public Notice. Sd/- (B.
