Implementation of "CAR: PASS SYSTEM" between India and Bangladesh through Mahadipur LCS - regarding - Customs - 03/2016

Attention of the Trades/Exporters/Importer/Customs Brokers/Clearing Agents and all concerned working at Mahadipur Land Customs Station is invited to the decision taken in the Joint Group of Customs (JGC) Commissioner Level Meeting held on 26-27th August, 2015, between India and Bangladesh, wherein a standard procedure for movement of trucks had been adopted and, accordingly, 'CAR PASS' procedure had been evolved for monitoring of entry/exit of vehicles at LCSs on Indo-Bangladesh Border. Now, the procedure will be effected at Mahadipur LCS on and from 08.02.2016. The details of the procedure are as follows: 2. This system will be applicable for Cargo Vehicles moving between the Mahadipur Land Customs Station in India and Sonamasjid Land Customs Station in Bangladesh. In case of movement of truck from, Mahadipur LCS (India) to Sonamasjid LCS (Bangladesh), a CAR PASS shall be issued to the vehicle by the Customs Authority of Mahadipur LCS. The CAR PASS , valid for a single entry/exit, would allow movement of the cargo vehicle upto the specified Sonamasjid LCS in Bangladesh subject to satisfactory completion of all clearance formalities at Mahadipur LCS. 3. The CAR PASS shall have the following details: 1. Vehicle Registration Number. 2. Vehicle Registration Certificate Number. 3. Name and address of the owner of the vehicle. 4. Name and address of the driver. 5. Driver's Driving License Number and period of validity. 6. Name(s) of crew, if any. 7. Photographs of driver/crew. 8. Engine Number Chassis Number of the Vehicle. 9. Lorry Receipt/Way Bill Number. 10. Invoice Number date. 11. Description of goods. 12. Quantity of goods: (a) Weight (b) Number of packages. 13. OTL/Seal No. 14. L/C. No. date. 15. L/C. Opening Bank Branch. 16. Name and address of the Consignor. 17. Name and address of the Consignee. 18. Provision for endorsement of Customs at the Indian LCS for exit and re-entry. 19. Provision for endorsement of Customs at LCS at Bangladesh. 4. The CAR. PASS' shall be prepared in triplicate and photo of Driver Crew affixed on each copy. The said document would bear pre-printed serial number and rotation number and would he signed by the Customs Officer at Mahadipur LCS and the seal of the LCS shall be affixed. The original would be retained in the Mahadipur LCS and the duplicate triplicate copies of the CAR PASS would be handed over to the driver of the vehicle. The vehicle would then be allowed to move after completion of all clearance formalities. 5. In the LCS for entry of vehicle in Bangladesh, Customs shall verify the details of driver/crew and vehicle particulars and on being satisfied that they tally with those mentioned in the CAR PASS , shall permit unloading of goods. They shall endorse vehicle permitted to return on the 'CAR PASS , retain the duplicate copy and return the triplicate. copy to the driver. The vehicle must return to Indian side on the same day or the next day. To enable this, the timing for entry and return of vehicles will be as agreed upon mutually between India and Bangladesh. 6. The CAR' PASS shall be verified at the Mahadipur LCS in the return journey of the vehicle including whether the details of driver/crew present in the vehicle match with those in the CAR PASS and the time of re-entry of the vehicle noted on the 'CAR PASS . The triplicate copy of the CAR PASS shall be surrendered at the Mahadipur LCS. They shall reconcile the original copy of the CAR PASS' available with them with the triplicate copy surrendered by the driver of the vehicle. 6.1.
