Receipt of NOC/NCCs for import consignments from FSSAI -Reg - Customs - 55/2015

At present, the NOC/NCCs pertaining to the import consignments issued by the FSSAI are received at the Docks-Admin Office, Custom House through messenger engaged by FSSAI. These NOCs (No Objection Certificates)/NCCs (Non-Conformity Certificates) which are printed copies are then forwarded to the respective appraising groups, in case of NCCs and to the Shed Officers, in the case of NOCs. 2. In the PTFC meeting held on 11/09/2014, the issue of delay in receipt of NOC/NCCs from the FSSAI was raised by CHA Association. It was decided in the said meeting to discuss this issue further with FSSAI, to have a quick, easy and fool proof mechanism of receipt of NOC/NCCs by the Customs formations. 3. After the said meeting, the issue was discussed in detail and after studying the process of issuing of NOC/NCCs by the FSSAI, it was agreed by FSSAI to provide a separate Login ID to the Customs for accessing the Food Import Clearance System (FICS), which is web based module of the FSSAI for clearance of imported goods. 4. The Customs Brokers and Importers who are registered with FSSAI are provided with login IDs to access FICS online to process their application for import clearance by FSSAI. 5. A.C./D.C.(Docks-Admin) will be allotted a login ID by the FSSAI to view the NCCs/NOCs issued by FSSAI and he shall download the NOCs/NCCs every day and shall make them available to the concerned appraising groups and to the concerned Container Freight Stations/Ports through the email to all the CFS/Ports. The e-mail IDs are already created for each CFS/Port and for Docks-Admin. 6. As FSSAI also provides the information regarding the issuance of NOC or NCC for the applications filed to the importers or Customs Brokers in their account in FICS module, the importer/Customs Broker can directly approach the Appraiser/Superintendent of the concerned CFS for clearance of the imported goods, where NOCs are issued by FSSAI. 7. Importers/Customs Brokers can get the printed copy of NOCs/NCCs from Docks-Admin office duly endorsed by the Superihtendent/Appraiser (Docks-Admin), as the same is not provided directly to them by FSSAI. 8. If any difficulty is foreseen or arises out of the implementation of this Notice, the same may be brought to the notice of the Commissioner of Customs (IV). 9.
