Procedure for clearing import laden containers of ACP clients from Port-Reg. - Customs - 19/2015Extract MINISTRY OF FINANCE DEPARTMENT OF REVENUE OFFICE OF THE COMMISSIONER OF CUSTOMS CUSTOM HOUSE, NEW HARBOUR ESTATE TUTICORIN-628004 DATED: 19.06.2016 PUBLIC NOTICE NO. 19/2015 Sub: Procedure for clearing import laden containers of ACP clients from Port-Reg. Attention of Importers, Exporters, Liners, ACP (Accredited Clients Programme) clients, Customs Brokers and Trade is invited to this office Public Notice No.02/2012 dated 02.02.2012. In a partial modification to this Public Notice, the following procedures are introduced as an option for clearance of Import Laden containers of ACP clients in order to reduce dwell time and transportation cost. 2. The present practice has been that the Superintendent, CMFC issues Cargo Movement Approval Order and Cargo Container Bond Approval Order for all the containers imported and the containers are moved to CFSs/ICD, after making necessary debit entries in the transhipment bond of the CFSs/ICD and the container bond of the liners. 3. Henceforth, the Superintendent, CMFC will issue only Cargo Container Bond Approval Order for the RMS enabled containers moved by the ACP clients who opt for port clearance and their CBs (Customs Brokers). After obtaining Cargo Container Bond Approval Order from the Superintendent CMFC, delivery order from the liners concerned the Bill of Entry will be registered with the Superintendent of Customs, Docks Import Examination Cell and the examination formalities will be completed at PSA Sical/DBGT Terminals gate itself and OOC (Out of Customs Charge) will be granted by the Superintendent concerned. 4. ACP clients who is desire to clear their import containers can file their Bills of Entry in advance and move their containers to Customs Docks Examination Cell available near Blue Gate to verify the container nos. and seal nos. and to get OOC (Out of Customs Charge). The Bills of Entry will be registered by the Docks Examination Cell and after completing verification of container numbers and seal numbers, the examination report will be entered in the system and OOC will be granted by the Superintendent concerned. 5. ACP clients who wish to avail the Port Clearance facility of system enabled imported cargo should approach the concerned MLOs (Main Line Operators) with their credentials to prove their ACP status and request them to move the container to Docks Examination Cell. The MLOs while entering the details of container in the IGM, they have to leave blank the serial number 27 (Port of Discharge), 38 (Transit Bond No.), 39 (Carrier Code-Transporter) and 40 (Mode of Transport) of Part-Il of the IGM. 6. However, this facility is not available to containers of ACP clients selected by the system for examination and scanning which can be moved to CFSs/ICD of the choice of importers and their Customs Brokers along with other non-selected container for further completion of import formalities and getting OOC after debiting the TR Bond as stipulated in Public Notice No. 02/2012 dated 02.02.2012. 7.
