BUILDING, QUEEN'S ROAD, BANGALORE 560001 C.No. VIII/48/68/2008- Cus.Tech PUBLIC NOTICE NO. 49/2009 CUS Date: 24.08.2009 Subject: Customs clearances at Air Cargo Complex Bangalore Introduction of automated system generated allocation of duties in import/export shed and regulating the working hours Reg. Attention of the Trade is invited to this Commissionerate s Trade Facility No. 19/2008 dated 28.03.2008 wherein the working hours for customs officers at ACC Bangalore was specified. 2. With a view to streamlining the customs operations in the import/export sheds and ushering in greater transparency and efficiency in the working, a system based software has been developed which would automatically allot duties to officers in both the import and export sheds. The officers posted in the sheds would be rotated between both the import and export sheds on a daily basis and the work allocation roster or schedule of duties would be prominently, displayed on the notice boards at 10.00 A.M 3. The matter has been discussed and in view of the necessity to cater to the needs of the trade, the working hours at the Air Cargo Complex, Devahanalli, Bangalore is revised as follows, as a Trade facilitation measure. a) Customs Officers will strictly follow the Office timings commencing from 10.00 A.M to 6.00 P.M on all working days. b) One Assistant/Deputy Commissioner with one Appraiser (by turn) will work upto 8.00 P.M every working day to take care of urgent import/export assessment. c) However, as a measure of export trade facilitation, Customs Officers assigned duties in the export shed or export assessment will be available for carrying out their duties from 10.00 A.M till 9.00 P.M . Goods registration at Export sheds (AISATS and Menzies Bobba Cargo Terminal) and Let Export Orders shall however be provided from 10.00 A.M till 9.00 P.M. d) Officers posted for duties in Courier Assessment/Courier Examination will be assigned duties on a shift basis (morning and night shift) to facilitate courier clearances. e) Goods registration at the import sheds will be done on the ICES EDI system from 10.00 A.M to 7.30 P.M and the Out of Customs Charge (OOC) for the goods registered up to 6.00 P.M. will be given on the same day. For the goods registered between 6.00 P.M. and 7.30 P.M., the OOC will be given on the following day. If urgent clearance of goods is required, the importer should take prior permission from the Additional Commissioner or Joint Commissioner of Customs of Air Cargo Complex, Bangalore. f) Designated Officers will be assigned Gate Duties as Gate/Officer in the import shed in both AISATS and Menzies Bobba Terminals and it will be the responsibility of these officers to verify that the customs formalities have been completed in all respects before affixing their signature on the Gate pass issued by the Custodians before handing over the delivery of the cargo. These officers shall be on duty from 10.00 A.M to 08.30 P.M. g) The Custodians shall ensure that no Gate passes for import cargo are issued beyond 8.00 P.M on each day. h) Specified Officers shall be assigned overtime duties to handle customs cargo clearances on holidays and after normal working hours. Overtime customs clearance facility will generally be available for the following categories of imports/exports. i) Consignments of a perishable nature. ii) Consignments which are in the nature of life saving medicines, life saving medical equipment etc., iii) Consignments imported/exported by ACP clients iv) Export consignments which have stringent export timelines and commitments (Overtime facility shall be provided only if satisfactory documentary evidence of the criticality of the timelines/export orders are provided by the exporter) Requests for Overtime Customs clearances shall be made well in advance to the Assistant Commissioner (Import Shed/Export Shed) in writing who in turn shall nominate officers for handling overtime clearances and ensure that necessary instructions are conveyed to the officers in writing in this regard. i) It may be noted that under no circumstances will Manual Out of Charge or Manual Let Export Orders will be permitted without the specific approval of the Additional/Joint Commissioner of Customs, ACC Bangalore. 4.
