Attention of all the Shipping Agents, Shipping Lines, Customs House Agents, Dock Master and all concerned, is invited to the newly constituted Rummaging Intelligence Cell of this Commissionerate, which has started functioning from the premises, situated near the old Canteen NSICT, Terminal, JNPT since 17-09-2009. This office will function round the clock and will conduct the rummaging of selective vessels, berthed at JNPT. 2. All the Shipping Agents, Shipping Lines, Custom House Agents are hereby directed that the Rummaging Intelligence Cell of this Commissionerate shall be intimated/informed well in advance about the arrival of their vessels at JNPT. The Dock Master of JNPT shall also furnish the information in respect of arrival of vessels at JNPT to the R I Cell on a daily basis. On the basis of information so provided, the Customs Search Party (Rummaging Team) will be constituted for boarding the vessel, selected for rummaging and the Master/Chief Officer of the selected vessel shall be informed accordingly. 3. The officers of the rummaging team have in law full access to each part of the ship/vessel and have the right to break open and search any place, box etc. to which the access is denied or obstructed. However, care should be taken that the work is conducted in such a manner that it causes the least loss and annoyance. 4. The rummaging is generally carried out under the supervision of Supdt. of the team who will brief and direct the officers to different sections of the ship/vessel unless there is information about a particular spot on the vessel in which case the officers have to concentrate on those specific areas. They must not search vital part of the ship/vessel except in presence of the Ships officer. In case such officer refuses to attend, then mater of the vessel/ship be asked to present himself during the search. Officers cabin and new quarters should not be searched unless the occupants are present. 5. All concerned are requested to take note of the above procedure for compliance. 6.
