Customs operations at the new Air Cargo Complex at Devanahalli – Procedure – reg. - Customs - 23/2008Extract OFFICE OF THE COMMISSIONER OF CUSTOMS CENTRAL REVENUES BUILDING, QUEEN S ROAD BANGALORE 560001 TRADE FACILITY NO. 23/2008 Dated: 01.05.2008 Sub: - Customs operations at the new Air Cargo Complex at Devanahalli Procedure reg. With the commencement of the new International Airport at Devanahalli, the Bangalore Air Cargo Complex (BACC) will shift to the new cargo sites at Devanahalli. The cargo handling operations will be undertaken by two Custodians viz. M/s Menzies Aviation Bobba (B lore) Pvt. Ltd. and M/s Air India SATS Airport Services Ltd. The Customs air cargo functions will be distributed among the two Custodians. However, during the initial period of commencement of the new Airport operations, Customs will operate both at the new BACC and the existing BACC. The office of the Additional Commissioner of Customs, Import assessment, Bonds and EDI Sections will continue to function from the existing BACC while the office of the Joint Commissioner of Customs (ACC Exports Sheds), the functions of import and export examination, export assessment, drawback and PCA sections will be handled from the new cargo complex at Devanahalli. 2. In view of the above arrangement, the following procedure is prescribed for the Customs functioning of the various offices/sections situated within the BACC: Service Centre will be functioning both at the existing ACC as well as at the new ACC. Banks will also function both at the existing ACC as well as at the new ACC. Duty can be paid at the branches of SBI/PNB in the existing ACC or at the branches at the new ACC. Generation of all documents Bill of Entry, Shipping Bill, Query reply, reprints, etc. will be possible at both places. There will be no change in filing through ICEGATE. Existing procedure will continue as usual. Trade facility measures like CHA enquiry system will also be available at the locations. Importers/CHA are advised to keep one set of documents at both the places. Original documents are to be submitted along with the original (Customs copy) of the Bill of Entry at the shed. In case the assessing officers call for the documents for verification, photostat/fax copies can be presented. The same procedure will apply to query reply, amendments, etc. First check procedure for FOC goods will continue as at present. The assessing officer will assess the bills based on approval of the same by AC (Shed) online. Documents need not be presented unless specific query is raised for verification. In the case of first check in other cases, if any document from the consignment is called for, photostat/fax copies will be accepted by the assessment groups for verification. The same procedure will apply in case of Chartered Engineer certificate. Photostat/fax copies can be relied upon by the assessment groups for assessment. The original Chartered Engineers certificates are to be enclosed with the original copy of BE and submitted to the shed. In the case of re-import Bill of Entry, original documents Bill of Entry Shipping Bill are to be presented to the sheds for verification. In case of consignments under ATA Carnet, the assessment group will check all certificates FICCI guarantee and other authorization before examination There will not be any first checks in cases where all the certificates are found in order and out of charge will be given after second check. The import counterfoil and photostat copies of the CARNET will be collected and kept separately at shed for forwarding to the assessment group. Separate registers will be kept for the CARNET imports by assessment groups and the shed. 3. These procedures will come into force immediately on commencement of the new Airport and cargo operations and will remain in force till further orders. 4.
