VIII/48/08/2008 Cus Tech Dated :09.05.2008 Public Notice Number 25/2008 Sub : Filing of Import Manifest Before Arrival of the Flight Merger of Job Number and IGM Number Reg. As you are aware that electronic filing of IGM consol manifests is currently operational at ACC Complex, Delhi, Sahar, Chennai, Kolkata, Ahmedabad, Bangalore Hyderabad, Trivendrum etc. 2. At present on successful submission of IGM (FFM) Message by the airlines, ICES generates a Job Number . After arrival of the flight, airlines submit General Declaration (GD) at passenger terminal of the air port manually and obtain an IGM Number . Thereafter the IGM Number is updated in ICES by IFO and these two identifiers viz., Job Number and IGM Number are automatically matched in the ICES. 3. It has been reported by the airlines that the present submission procedure is cumbersome. During meetings Airlines had requested that Customs allot only one unique identifier which should be used for all purposes including clearance of Cargo. 4. It has been accordingly decided that ICES would allot an IGM Number on successful submission of IGM (FFM) message by the concerned airlines in all cases (whether such FFM Message is submitted before or after arrival of the flight). The key fields for submission of this FFM Massage i.e., Message Number ALCHI 01 would be Flight Number and Date of origin of the flight as it has been reported by the airlines that two flights with same flight number cannot originate on one day from a single originating station. This IGM Number is the final Number and is an unique identifier for each flight. It may also be noted that Aircraft Registration Number would not be a key field although it will have to be mentioned mandatorily in FFM Message. Furthermore an ICES terminal will be provided at airport terminal as the airport is on MPLS connectivity now. This terminal will have access to Flight Manifest System (FMS), a new module which is part of ICES facility. GD details and Actual Time of Arrival (ATA) can be updated at the airport itself by SDO using this facility. 5. It may be noted that airlines should take utmost care while submitting the information relating to key fields i.e, Flight Number and Date of Origin of flight both in ICES FMS 6. Revised Message Exchange formats for message exchange between Customs Airlines Customs- Air Custodians have been posted on the web sites www.icegate.gov.in and www.ices.nic.in. 7.
