Attention of all Shipping Agents, Container Agents, Container Freight Stations, Importers, Exporters, Custom House Agents, Port Officials of Jawaharlal Nehru Port Trust, Container Terminals and other concerned with the port and Customs activities is invited to following facility/Public notices issued on this subject till date; o Public Notice No 02/2004 dated 25th March, 2004 o Public Notice No 03/2004 dated 11/05/2004 o Public Notice No 31/2004 dated 16/07/2004 o Facility Notice No. 68/2006 dated 28.11.2006 o Facility Notice No. 50/2007 dated 27.11.2007 and o Facility Notice No. 13/2008 dated 04.02.2008 2.0 Risk Management System (RMS) based profiling of containers for scanning would be implemented with effect form 29th August,2008. The profiling of containers has been integrated with the RMS solution on import side. However, all instructions issued so far in the above mentioned Public/Facility Notices and any other circular issued on this subject remain effective. Following additional instructions shall be kept in mind. 3.0 Import Export Code ( IEC) : Shipping agents, Containers Agents and Importers who are involved in filing Import General Manifest ( IGM) including filing of supplementary and amendments are advised to provide Import Export Code (IEC) of the importer whose name is figuring in the Bill of lading along with the importer name in the cargo description. IEC number should be given as a prefix to the importer name without using any special characters or brackets. For example 0XXXXXXXXXX SEJAL GLASS LTD should be entered in the importers name column in the IGM_Cargo details. It is also advised to refrain from using prefixes like M/s., m/s, M/S etc. while providing importers name. 4.0. Registration of E-mail ids: All Shipping Lines and Shipping Agents filing IGMs are instructed to register their proper e-mail ids in the Indian Customs EDI system. Every shipping line and shipping agent will be notified about the Container selected for scanning. It is thus necessary to check the email already registered with Customs EDI system and update the email addresses if required. 5.0. Filing timely and complete IGM details: As per section 30 of the Customs Act 62, it is mandatory to file complete IGM details before arrival of the vessel. It is observed that IGM details are not being filed properly within the time limit provided under section 30 of Customs Act62. In many cases either only header information without cargo and container details is filed or major portion of the data is submitted hours/days after actual arrival of the ship which is not acceptable. All shipping agents are once again advised to file complete particulars of an IGM including all cargo and container data in one go. Failure I this regard will be viewed seriously and penal action in accordance with the law would be initiated against erring shipping lines/agents. 6.0. Any difficulty encountered in the course of the implementation of software may immediately be brought to the notice of the Additional Commissioner in charge of Container Scanning Division.
